Requires FEMA to publish guidance (including best practices) on conducting post-disaster building safety assessments, specifically related to structural integrity and livability 3. Federal Emergency Management Agency Enhanced Earthquake Program Initiative for 2019 and Beyond Enhancing the Resilience of Lifelines This initiative addresses requirements for developing and disseminating seismic design guidance on lifelines infrastructure as contained in the NEHRP law. This initiative would also build on the recent FEMA 2019 Annual Planning Guidance that lists “Advancing Community Lifelines through the FEMA Strategic Plan” as its first priority. We plan to address lifelines infrastructure by working with ORRA and elements of Resilience (such as the new Building Resilient Infrastructure and Communities program) through the newly created Intra-Agency Working Group, and assisting them in their efforts to improve the preparedness of lifelines and how FEMA responds to and recovers from lifeline damages after disasters. We also plan to initiate a new contract to investigate and implement lifelines infrastructure-related topics as identified in the NEHRP lifelines infrastructure strategic plan; Earthquake-Resilient Lifelines: NEHRP Research, Development and Implementation Roadmap Advisory Committee on Earthquake Hazards Reduction (ACEHR), 30 April – 1 May 2019

Federal Emergency Management Agency Enhanced Earthquake Program Initiative for 2019 and Beyond Develop a National Earthquake Insurance Promotion Strategy • FEMA is working internally to develop a strategy. Initial steps include: Promotion of EQ Insurance now an allowable activity for FEMA NEHRP grants o Promotional materials being developed (Infographics, Background Papers, etc.) o • Initiative supports FEMA NEHRP public awareness responsibility from P.L. 115-307 • Supports our FEMA Strategic Plan, Strategic Objective 1.2, Close the Insurance Gap, and 1.3 Help Prepare People for Disasters • Goal is to increase the purchase of earthquake insurance nationally by 5%, by 2025 Advisory Committee on Earthquake Hazards Reduction (ACEHR), 30 April – 1 May 2019

Federal Emergency Management Agency Enhanced Earthquake Program Initiative for 2019 and Beyond Evolving the Earthquake State Assistance grant program • Elimination of the 50% Cash Match Requirement. Replaced by a 25% Cost “Share” • States now authorized to use “In Kind” contributions to meet Cost Share • Retired the State Support component of the program established in 2012. All States now participate in Direct State Assistance (33 of 36 States participating in 2020). All funding provided to States results in increased State investments in mitigation • Added the Promotion of Earthquake Insurance as an allowable activity • FEMA provides funding for all eligible States to attend National Earthquake Conference 2020 Advisory Committee on Earthquake Hazards Reduction (ACEHR), 30 April – 1 May 2019

Federal Emergency Management Agency Enhanced Earthquake Program Initiative for 2019 and Beyond Addressing Functional Recovery – Contained in 2018 Reauthorization The recent NEHRP reauthorization, P.L. 115-307, includes a new Section 5 Seismic Standards that requires NIST and FEMA to perform the following: • Not later than December 1, 2019, … jointly convene a committee of experts from Federal agencies, nongovernmental organizations, private sector entities, disaster management professional associations, engineering professional associations, and professional construction and homebuilding industry associations, to assess and recommend options for improving the built environment and critical infrastructure to reflect performance goals stated in terms of post-earthquake re-occupancy and functional recovery time. • REPORT TO CONGRESS.—Not later than June 30, 2020, submit a report on recommended options for improving the built environment and critical infrastructure to reflect performance goals stated in terms of post-earthquake re-occupancy and functional recovery time.
