What’s happening in the Middlesex County roads department? • New crosswalk guidelines • Middlesex County Cycling strategy • County wide bridge study
Middlesex County Crosswalk Guidelines • From time to time the County receives requests for crosswalk facilities across county roads, either from local officials or directly from the public • There has never been a formal guideline for determining when and where crosswalks should be considered • a guideline has been created in accordance with the Ontario Traffic Manual
Types of Crosswalks: • There are three main types of crosswalks: – School crossing – Pedestrian Crossover – Midblock Pedestrian Crossings (signalized) • Like traffic signals there are a number of warrants (such as volume of traffic and number of pedestrians) that should be met before considering installation
Crosswalk Guidelines: • The guide does not remove the ability for local municipalities to decide to install ‘school crossing’ signs • Other types of crosswalks will be reviewed in accordance with the Ontario Traffic Manual warrants
Prohibited Locations: • Crosswalks will not be permitted in the following locations: – Across roads with posted speed limits of 70km/hr or above – Across roads not constructed to an urban standard (complete with sidewalks or other pedestrian facilities) – In close proximity to railways – In areas that do not meet the minimum stopping sight distance standards as prescribed in the Ontario Geometric Design Standards – In areas where crosswalk signage would conflict with other warning or regulatory signage – Within 200 metres of another crosswalk location on the same roadway, including crossings at signalized intersections
Procedure for consideration: • If a municipality would like the County to consider the installation of a crosswalk a formal resolution from their council must be forwarded to the County roads department for review, requests not supported by local council will not be considered • County roads staff will review the location and complete the required pedestrian and traffic counts and recommend whether or not the warrants have been met • Local municipalities will be responsible for all costs associated with the design, construction and maintenance of the crosswalk as sidewalks and pedestrian infrastructure is under their jurisdiction
Middlesex County Cycling Strategy Vision statement: “Middlesex County is made up of communities and destinations that are connected by a continuous system of cycling routes and facilities, which provide opportunities for people to bicycle for transportation, fitness, fun, or as part of a longer bicycle tour. Cycling is encouraged County-wide and is supported by the local area municipalities making it attractive to both residents and visitors.”

Middlesex County Cycling Strategy Where are we in the process? • Still collecting input from the public, local officials and other agencies • Preferred cycling routes will be evaluated and types of cycling facilities best suited for those routes will be recommended • A long term implementation plan, including budget estimates, is planned to be presented to County Council later this year

County Wide Bridge Study The County Engineer was directed by County Council to conduct a county wide bridge study encompassing all bridges within the geographic boundaries of the County

County Wide Bridge Study • The data collected during this study will be compiled in Municipal Data Works and access will be provided to all municipalities in the County to assist in asset management of bridges • Bridge inspection services by Middlesex County technical staff have been offered potentially beginning in 2019 or 2020 • Similar to the County road assumption study, a bridge assumption study process is being considered to allow for local municipalities to request bridges under their jurisdiction to be assumed by the County
