  5. eUparjan - Objectives To enable smooth, regulated and efficient process of  procurement at the Procurement Centres. To gain the trust and confidence of farmers through  simplification of procedures and transparency of operations, from ‘purchase to payment’ . To weed out malpractices.  To develop a near real-time reporting mechanism of the field  level operations, such as forecasting, purchase, transportation, storage, payment etc, to enable better planning, monitoring and management.   7. eUparjan – Scope of the project The scope of the project includes:  Registration of Farmers – To enable more accurate forecasting & planning , and to develop a unified database of farmers with landholding, sown area, bank account and mobile numbers  Hardware Supply and Installation – Atom processor laptops, dot matrix printers, inverters and other peripherals.  Application Development – Application developed by NIC to track purchase, transportation, storage and payment.  Manpower Recruitment - Recruitment of Data Entry Operators and Runners at co-op society level.  Training – Recruited manpower as well as departmental employees.  Project Management - Near realtime MIS reports for monitoring and evaluation.   15. eUparjan – Key Indices Rabi 2013-14  14.21 lakh Farmers registered after physical varification.  98 lakh SMS sent to farmers to intimate dates for selling their wheat.  64 lakh MTs of wheat procured through the eUparjan System from 8.96 lakh farmers through 13 lakh transactions .  Rs. 9,530 crores transferred to farmers bank account as payments.  Computer Hardware worth Rs. 3.33 crores given to societies.  3,500 people given Hands-on Training organized at State and District level for all stakeholders.  Employment of 2,852 Data entry operators and 714 Runners.  Total Cost , including Application design, development, Implementation, Trainings, Support & Maintenance, Hardware and temporary man-power; Rs 19.58 crores (3.33 crores – Non Recurring+ 16.25 crores – recurring exp.)  Rec. exp(Data entry operation+runner 6 month salary +runner conveyanc) Department of Food, Civil Supplies and Consumer Protection, GoMP 15
