3/1/17 WHO WE SERVE We have 28 member school districts in the Central Ohio region, spanning 6 counties : Delaware, Franklin, Madison, Licking, Ross and Union counties. OUR PURPOSE We lead when necessary, support all stakeholders, and seek to share and leverage resources on behalf of our client school districts and partners. 2
3/1/17 OUR WORK • We offer special education and related services as well as a wide variety of support such as EL and Gifted services. • Our array of professional development enables school leaders to continuously learn and enhance skill sets. • Our substitute consortium includes a pool of more than 3000 substitute teachers. • We connect and create professional networks. • Put forth efforts to raise graduation levels and help students become fruitful in their endeavors after high school. English Learner Services: Best Practices and Shared Services Districts Represented : Columbus City Schools, Whitehall City Schools, Dublin City Schools, Westerville City Schools, Hilliard City Schools, Groveport Madison Local Schools, South- Western City Schools, and the ESC of Central Ohio Purpose: To bring identified districts together to discuss current language assistance service delivery and possible shared services for English Learners. 3
3/1/17 Districts’ EL Demographics • Columbus City Schools : Largest population of El students in the state of Ohio. Over 7,000 EL students. Top 5 languages spoken are: Spanish, Somalia, Arabic, French, and Nepali • Groveport Madison Local Schools : 24 different languages, Spanish is main language • Dublin City Schools : Over 1800 EL students, 54 languages. Spanish, Arabic, Japanese are top 3 languages • Hilliard City Schools : Serves 1100 EL students. Spanish, Arabic, Somali and Refugees represent the majority of their EL students. • Whitehall City Schools : Serves 600 EL students, small district, Spanish and Somali are the most spoken • Westerville City Schools : 1500 EL students, 50 different languages, Top 3 languages spoken are: Somali, Spanish, Nepali • South-Western City Schools : 3000-3300 EL students, 74 languages, Top 5 languages spoken are: Spanish, Somali, Arabic, Russian Ukraine and Chin Districts’ Suggestions for EL Services • Shared agencies for translation and interpreting services. Build a district consortium for better pricing for both interpreter and translation services. • Serve as a depository for educational standardized documents that are translated in many languages for districts to access. • Provide EL instructional support for all EL staff working with EL students. Assist districts in building relationships within their own communities. Provide ongoing Professional Development relating to cultural competency, second language acquisition, alternative assessments and differentiation. • Provide ethics and confidentiality training to all interpreters and translators. • Work Collaboratively with Special Education Office regarding key Special Education Terminology. • Career Pathways: Create and or support a Career Tech program for interpreting and translation credential. • Evaluation of Interpreters and Translators. • Create a Network in order for small districts to share services with larger districts. 4
