Energy Commodities Purchasing  Reverse auction and block and index strategies purchasing over $200 million annually, and saving the state tens of millions of $ annually. 3. Energy Use Tracking through a Statewide Utility Bill Database Monthly reporting of hundreds of State accounts for electricity, NG,  bottled gas, fuel oil and water

  4. Energy Performance Contracting What is an Energy Performance Contract (EPC)? A construction project in which the cost of the project is paid for over time through guaranteed annual energy and operational savings.
