ENERGY EFFICIENCY By Ken Bousfield, P.E., Director Utah Division of Drinking Water ENERGY SAVINGS POTENTIAL Four case histories: Centerville City saved $252,157 per year by pumping off peak, repairing leaks and using low volume pumps

  1. ENERGY EFFICIENCY By Ken Bousfield, P.E., Director Utah Division of Drinking Water

  2. ENERGY SAVINGS POTENTIAL • Four case histories: • Centerville City saved $252,157 per year by pumping off peak, repairing leaks and using low volume pumps for extended periods of time • Logan City saved $119,700 per year by creating a new pressure zone • Mountain Regional Water SSD saved more than $300,000* per year involving system wide projects • Riverton City saved $42,000 per year with a newly revised pump station

  3. DRINKING WATER ENERGY (COST) SAVINGS PROGRAM For a copy of the Handbook, go to: www.drinkingwater.utah.gov and click on: Drinking Water Energy (Cost) Savings Program

  4. DRINKING WATER ENERGY (COST) SAVINGS HANDBOOK • The Division, with the help of others has developed a Handbook: • Acknowledgements • Chapter 1: Introduction • Chapter 2: Energy Saving Investigation Process • Chapter 3: Funding Opportunities • Appendix, web links

  5. THE HANDBOOK – CHAPTER 1 • 1. Introduction: • Energy savings potential • How to use the handbook • Finding the right consultant • The Drinking Water Board’s State Revolving Fund

  6. THE HANDBOOK - CHAPTER 2 • 2. Energy Saving Investigation Process • Within a matrix of water sector facilities and programs: • Things water system personnel can do • Things a consultant can assist water system personnel to do • Things that require the acquisition of equipment and/or involve a construction project

  7. THE HANDBOOK – CHAPTER 3 • 3. Funding Opportunities • Utah Drinking Water Board • Utah Office of Energy Development • Energy Service Companies • Rocky Mountain Power’s wattsmart program • Self funding through energy savings • Bank financing

  8. THE HANDBOOK - APPENDIX The following information and associated web sites provide: additional • information, application forms and entity contact information: • Case Histories of water systems with energy savings • The Drinking Water Board’s SRF application forms • The Utah Energy Office’s funding program • Energy Service Companies’ State laws and lists • Rocky Mountain Power’s wattsmart program • Instructions on performing Energy Audits of Water Systems • Additional helpful web sites

  9. IMPLEMENTATION STRATEGY Audience & Message Anticipated Outcome Elected officials: Meet with Elected officials – through the 7 Utah • Association of Governments Would have a conceptual understanding of • Energy cost savings potential energy saving potentials • • Will make a decision to invite or not invite The Handbook and web site • Layout an implementation plan of training appropriate staff to participate in the program sessions and workshops • Recommend elected officials encourage their water personnel participate

  10. IMPLEMENTATION STRATEGY Audience & Message Anticipated Outcome Attendees would: Follow-up meetings with water operators • Have access to the Energy Efficiency and managers – RWAU sponsored meetings • Handbook Introduce the handbook • • Have ideas they could implement on their Energy cost savings potential • own to save energy Rocky Mountain Power rate structure • • Understand the commitment they would Tasks Water personnel can initiate • make if they continue the process Seek volunteers for in-depth • Make a decision to proceed or not workshops that include: homework proceed assignments and energy saving plan development that could lead to funding and projects

  11. IMPLEMENTATION STRATEGY Audience & Message Anticipated Outcome Follow-up in depth Workshops – RWAU Each participating water system would sponsored with 8 – 10 water systems have: • • Work on energy audits An operations plan • • Benchmark costs A capitol facilities plan • • Develop field work plans An energy savings design outline • • Develop TA assisted work plans A recommended funding source • Develop Capital Facilities plans • Select a qualified engineer to enhance the plan • Seek construction and equipment replacement funding • Build/Install engineer recommended plans

  12. LOOKING FOR WATER UTILITY CHAMPIONS “The scarce people are the ones who have the know-how, energy, daring, and staying power to implement ideas” Theodore Levitt, Economist Harvard University
