Strategic objectives • Submit a Common Training Framework for “specialists in laboratory medicine” in preparation for transposition of EU Directive 2005/36/EC into national law • Increase the number of registrants on the “specialists” EC4 register • To work with UEMS to develop a unified syllabus for education/training in Laboratory Medicine

  3. 2005/36/EC: The “Recognition” Directive • 20 years gestation • Enables free professional migration across EU borders with effect from January 2016 • Provides opportunities for “gatekeeping” within professions e.g. identification of the specialist in laboratory medicine role • “Gatekeeping” requires submission of a Common Training Framework that has the support of 10 EU member states

Progress to date • October 2014: Submission to the EU Commission of a Common Training Framework defining length of training/qualifications, the EC4 syllabus, code of conduct, competencies • Identification of 10 EU member states to support a Common Training Framework: only Slovenia has secured government support • National society engagement with government co-ordinators is urgently required

  5. Increasing the nos. specialists • Potential numbers of specialists across EU: – 9,000 pharmacists – 9,000 scientists – 12,000 medics • Current numbers on the EC4 register: 3167 • Forward strategy: auto-registration

Why is achieving a Common Training Framework important? • As a benchmark of high quality practice it provides patients assurances of their safety • It enables a more rapid and equitable distribution of skills across the EU Community • It offers a leadership role for EFLM in recognising and gatekeeping the contribution of the specialist in laboratory medicine
