  2. PROGRESS ON THE SRATEGY PER PILLAR EMT has approved the Strategy towards the Universalization of Grade R on 26 September 2014 driven by 7 pillars

  3. NATIONAL FRAMEWORK FOR GRADE R IMPLEMENTATION The 7 pillars for universalization of Grade R are: • Legislation and Policies • Age of admission • Curriculum • Qualifications • Conditions of employment • Funding • Monitoring, Evaluation and Support

  4. The Gauteng Department of Education’s Strategy is consistent with the National Framework towards universalization of Grade R

DEPARTMENTAL RESPONSIBLITIES GAUTENG DEPARTMENT OF EDUCATION: GRADE R • Provision of Access to Grade R, Provision of Infrastructure, Provision of LTSM, Training of Grade R Practitioners and Provision and Training of Curriculum content PRE-GRADE R – Provision of training and curriculum, through the development of the Birth to Four Curriculum (0-4); training of practitioners and LTSM provision for the curriculum implementation GAUTENG DEPARTMENT OF SOCIAL DEVELOPMENT • Registration of places of care (ECD Centres, Crèches, Nursery Schools, Educare Centres, Play School and after care centres (0-4 year olds) • Registering programmes and ensuring the disbursement of funds in the form a per capita subsidy per child – R15 per day per child • Update a Provincial Database; Municipalities database and the Social Development Database of Registered and Unregistered ECD sites and the maintenance thereof with a view of developing an integrated data mart. • Monitoring and Evaluation of the Facilities and Programmes

  6. PILLAR 1: LEGISLATION AND POLICIES • Grade R Regulations have been drafted, published for public comments. These Regulations focus, amongst others, on: – Conditions for operating a Grade R site – Application procedure for Registration of a Grade R site for Public, Independent and Community-Based sites – Grounds for Registration – Post Registration obligations – Withdrawal of Registration and Closure of Grade R sites – Funding and withdrawal thereof • Grade R Regulations are currently with the State Law Advisors for final ratification NB Propose that the Grade R Regulations be approved to fast track the Universalisation of Grade R.

PILLAR 2: AGE OF ADMISSION The South African Schools Act of 1996, as amended, states that the admission age of a learner to a public school is: • Grade R is age 4 turning 5 by June in the year of admission • Grade R 5 turning 6 by June in that year. (DBE Proposal) • Grade 1 is “the first school day of the year in which the learner reaches the age of seven years” becomes compulsory Subject to SASA Amendment, GDE aligns to Grade R learners being registered at 4 turning 5 years on or before 30 June of the year of admission

REACHING THE TARGETS FOR 2019 • Closing date for new applications for registrations of new Grade R sites for 2016 is 28 August 2015 at district offices • Applications and analysis of data to be completed by 30 September 2015 • All schools without Grade R (look at possible options), or those that have Grade R classes but have not yet registered those with GDE, MUST do so for 2016 – in preparation for 2019

Pillar 3: RESOURCES PROVIDED FOR CURRICULUM IMPLEMENTATION AND ENHANCEMENT Items What is provided? • 2015/16 LTSM packs by GDE Basic Starter Kits; Grade R Furniture, Jungle Gyms and Traffic Road Tracks; GPLMS Trolleys and the • CAPS documents in the LoLT of the school • Grade R Daily Programme per LoLT • LTSM packs by DBE Grade R Resource Kit 2015 All LTSM items verified by ECD Curriculum sub directorate for procurement purposes • Provision of training NQF Level 4 – 182 Practitioners currently in training • NQF Level 6 – 1230 Practitioners currently in training • Last cohort Foundation Phase HOD currently registering to start training on Grade R Curriculum Management 2016/17; Provision of LTSM packs 2017 - 2019

PILLAR 4: QUALIFICATIONS - TRAINING Items Currently • 2015/16 Provision of training – GRADE R NQF Level 4 – 182 Practitioners currently in training • NQF Level 6 – 1230 Practitioners currently in training – 3 year course • Last cohort Foundation Phase HOD currently registering to start training on Grade R Curriculum Management 2015/16 Provision of training – PRE 700 (Cohort 2 - ECD NQF Level 4) graduated on GRADE R 9 May 2015 Cohort 3 currently on ECD NQF Level 4

PILLAR 4: QUALIFICATIONS continued The Framework for Grade R Implementation suggests that: • By 2015/16: 20% of teachers in Grade R are fully qualified and absorbed as Post Level 1 teachers ( submission en-route) • By 2019: 40% of teachers in Grade R teachers are fully qualified 2014 2015/16 2016/17 2017/18 2019 National 20% 40% Targets GDE 20% 40% 60% 80% 100% Targets GDE 698 – Numbers 20,32%

PILLAR 5: RECRUITMENT STRATEGY AND CONDITIONS OF SERVICE Gauteng Department of Education’s strategy is: • By 2015, No practitioner appointed with qualification below NQF Level 4 (Matric) • By 2016, No practitioner employed if not enrolled for NQF Level 6 training • By 2016/17, ALL qualified Grade R practitioners be employed by GDE as Post Level 1 educators • By 2019, ALL practitioners employed by GDE on NQF Level 6 as Post level 1 educators with all benefits

  15. PILLAR 5: RECRUITMENT STRATEGY Current status: • Practitioners are employed by SGB’s and GDE pays a stipend • SGB’s sign an annual contract with practitioners • SGB’s must/should augment the stipend – the amount should be stipulated in the contract and is reviewed annually with the renewal of the contract – the money should come from the fees Grade R learners are paying including the No Fee Schools. • NO PRACTITIONER MUST COLLECT FEES from Grade R learners – this is an administrative function • Consider UIF • Verify salary stipend level and inform District Office where incorrect – provide certified copies of qualifications

PILLLAR 5: RETENTION STRATEGY • As of 1 October 2014, Grade R Practitioners are paid according to level of Qualification • Grade R Practitioner Stipend effective 1 October 2014 as follows: • <NQF L 4 – R6,000.00 • NQF L5 – R7,000,00 • NQF L6> - R7,500.00 • 6,6% CPIX increase annually effective May 2015 a submission on this effect is en-route.

  17. PILLAR 6: FUNDING • Practitioner stipend • LTSM Starter Kit for newly registered sites: Educational equipment for inside the classes, carpets for story telling, consumables such as paint, paper, etc. • Jungle Gym and Traffic Road Track for ALL schools/centres for gross motor development • Resource Allocation for existing registered sites

PILLAR 7: MONITORING, EVALUATION AND SUPPORT Monitoring the Grade R sites to determine the impact of ECD Provisioning for: • Access • Practitioner Capacity • Resource Provisioning • Curriculum Implementation and Classroom Management • Evaluations The analysis will lead to Policy Review and impact thereof (Budgeted for in Pre-Grade R)

  20. PILLAR 7: POLICY PRESCRIPTS • National Norms and Standards for Grade R Funding • Circular 33/2010 - Resource Allocation is ring fenced for Grade R activities only - Written permission required from the District Director when deviating - Meet with Practitioner to determine needs for the year i.e. LTSM and stationary - Submit Annual Audited Financial Statements and Grade R information should be separate from that of the school but in the same audited statement
