Wood Fibre Storage Background Key Issues WPAC SC Working Group Scope Purpose Next steps
o Industry experiences dust related fires/explosions o Dust management practices/audits developed o Storage of fibre and dust management overlap o Questions/discussions arise within Industry and regulatory agencies o WPAC SC and WSBC collaborate o Formation of working group
o Wood fibre storage location o Type of Storage i.e. open vs enclosed o Building infrastructure o Type of material being stored o Handling and In feed processes o Material buildup o Hazards and mitigation o Requirement for specific direction and solutions
o Formation of Wood Fibre Storage Working Group (WFSWG) in Spring 2017 o 3 meetings held to date o Terms of reference completed o Guideline scoping doc completed o Risks and mitigation doc. developed o Members o John Sterling, Princeton Standard Pellet Corp. o Steven Mueller, Pinnacle Renewable Energy o Darren Beattie, Conifex o Charlie Tutt, WSBC o Barry Nakahara, WSBC o Dustin Meierhofer, BCFSC
o Structures intended for storage and infeed processes o Building infrastructure o Integrated operational activities o Green and dry Fibre o Hazards and control measures o Guideline development
o Assist employers in understanding and assessing the hazards; o Provide guidance on developing and implementing risk mitigation strategies and preferred operating practices, including training of workers and supervisors; o Provide direction on potential audit elements or standards for fibre storage to be incorporated into the WPAC/BCFSC Combustible Dust Audit; and o Outline WorkSafeBC's inspection and compliance approach to the storage of wood fibre in buildings and structures intended for that purpose.
o Finalize guidance on risk mitigation strategies and preferred operating practices, including training of workers and supervisors; o Review and incorporate standards for fibre storage into the WPAC/BCFSC Combustible Dust Audit; o Provide the above to WSBC for internal review and comment, and o Work with WSBC to outline expected inspection and compliance approach.
