Water Supply Operation Pardee and Camanche Reservoirs are operated in a integrated manner to meet a myriad of obligations: – Water supply – Flood Control – Streamflow Regulation – Fishery Requirements – Obligations to Downstream Diverters – Recreation – Hydropower Generation 6
EBMUD’s Water Use • Mokelumne Aqueduct Diversions (annual maximum allowed): 1. 1924 License: 11109 200 MGD (310 cfs, or 224 TAF) 2. 1949 Permit: 10478 125 MGD (194 cfs, or 140 TAF) Total: 325 MGD (504 cfs, or 364 TAF) • December 1, 2000 • Water Use Under Permit 10478 (actual): – 124 MGD (daily and monthly maximum average rate) – 36,992 AF (maximum sum of daily totals over 200 MGD in a year) 7
Permit 10478 Time Extension Project – CEQA Background • In 2000, EBMUD petitioned to extend Permit 10478 to year 2040 • CEQA compliance is required • Lead Agency: EBMUD • Responsible Agency: State Water Board • Trustee Agency: CA Dept. of Fish and Wildlife • Notice of Preparation Issued: November 7, 2008 • DEIR comment period began: October 3, 2013 • Comment period ends: November 18, 2013 8
Project Objectives and Need • Continue the ability to reliably meet existing and future water demands within EBMUD’s service area in a cost-effective manner • Have sufficient supplies to meet projected increases in overall demand for water • Meet peak demands • Maintain operational flexibility to meet demands following prolonged droughts or catastrophic events • Meet water quality and flow commitments to protect ecosystem and anadromous fish 9
Proposed Project • Extend existing Permit 10478 to the year 2040 to allow EBMUD additional time to apply the water to beneficial use – 40-year time frame based on planning horizon of the 2040 Water Demand Study and land-use plans – No new water rights authorizations – No new construction – No change in operations 10

Conclusions • No significant and irreversible changes identified under the Project • Two potentially significant impacts identified under Project are reduced to less than significant with mitigation – Reduced adult migration habitat for fall-run Chinook and steelhead – Reduced access to water supply to JVID 13
