DISCUSSION: Following the September 17, 2015 adoption of the RTP-SCS Public Participation Plan, staff prepared a presentation for Phase 1 (Attachment 1), and began scheduling and conducting stakeholder meetings. The purpose of this agenda item is to share this presentation with the JTAC. Staff has scheduled and/or conducted stakeholder meetings with roughly half of the organizations listed in Appendix A of the RTP-SCS Public Participation Plan (Attachment 2). Staff hopes to conclude this phase of the public outreach by the end of the calendar year. The Phase 1 Public Outreach Presentation and list of stakeholders are attached. ATTACHMENTS: 1. Regional Transportation Plan • Required by State and federal law • PHOTOS Long-range planning document, 20-year horizon • Plans how the region will invest available transportation funding for all modes • Fiscally constrained • Sustainable Communities Strategy (or Alternative Planning Strategy) is a required component • Updated every four years, next update due in August 2017 4 Fall 2015
Sustainable Communities Strategy • Requirement of California law (SB 375) • Implements AB 32 (Global Warming Solutions Act) • Integrates Regional Transportation Plan (RTP) and Regional Housing Needs Assessment (RHNA) Purpose: Set forth forecasted development pattern for region which, when integrated with transportation network and other transportation measures and policies, will reduce GHG emissions to achieve targets* *SBCAG has no land use authority. SB 375 is explicit that the SCS does not supersede cities’ and counties’ land use authority and there is no requirement that local government General Plans be consistent with the RTP-SCS. 5 Fall 2015
