DISCOVERY & FINDINGS • SUSPICIOUS MOLLUSKS WERE FOUND ON PATROL BOAT #1 DECEMBER 18, 2013 AND SUBSEQUENTLY ON 2 SUBSTRATE SETTLING DEVICES • SAMPLES WERE COLLECTED BY BOTH STAFF & DFW STAFF AND SENT TO LAB FOR DNA TESTING • POLYMERASE CHAIN REACTION (DNA REPLICATION) CONFIRMED DECEMBER 30, 2013 BY BODEGA BAY MARINA LABORATORY THAT SAMPLES WERE QUAGGA MUSSELS

BIOLOGICAL INFORMATION • SMALL FRESHWATER BIVALVES KNOWN TO ATTACH TO NEARLY ANY HARD SURFACE WITH THE EXCEPTION OF COPPER • RANGE IN SIZE FORM 2.7MM TO 21MM WITH ROUNDED SHELL EDGES • EACH FEMALE MAY GENERATE ONE MILLION OFFSPRING OR MORE ANNUALLY. • PREFER SHALLOW TEMPERATE WATERS BUT CAN RANGE IN DEPTHS FROM 1 INCH OF WATER TO 4OO FEET • MAY LIVE FOR UP TO 30 DAYS OUT OF WATER • AN ADULT CAN FILTER 100 GALLONS OF WATER PER YEAR.

ECOLOGICAL IMPACT  CHANGE AQUATIC BIODIVERSITY BY FILTERING OUT FOOD SOURCES, SUCH AS ZOOPLANKTON FOR NATIVE FISH, BIRDS, AND MUSSELS.  RAPID SPAWNING ALLOWS THIS SPECIES TO OUT COMPETE NATIVE SPECIES AND AS RESULT DISRUPT THE FOOD CHAIN  RAPID FILTERING ALLOWS GREATER LIGHT PENETRATION, RESULTING IN INCREASED ALGAE AND VEGETATION GROWTH  CREATES WATER QUALITY ISSUES (TASTE & ODOR)  CAN GENERATE HIGH LEVELS OF BOTULISM AND FECAL MATTER IN WATER AND MAY ALSO RESULT IN INCREASED BACTERIOLOGICAL LEVELS

ECONOMIC IMPACTS • A 1995 CLEARINGHOUSE STUDY INDICATED AN AVERAGE ANNUAL COST OF $214,360 PER WATER TREATMENT FACILITY • MWD SPENDS MILLIONS OF DOLLARS ANNUALLY ON QUAGGA MUSSEL MANAGEMENT (RANGES DEPENDING UPON SHUTDOWNS NECESSARY) • PRIVATE MARINAS IN LAKE MEAD AVERAGE $175,000 ANNUALLY ON MANAGEMENT PRACTICES • CALIFORNIA CONSERVATIVELY ESTIMATES STATE WIDE COSTS TO CURRENTLY BE $30 MILLION BUT EXPECT THAT TO CLIMB TO $250 MILLION IF INFESTATION SPREADS • UWCD: UNKNOWN AT THIS TIME

WHAT HAD WE BEEN DOING? • CONDUCTING VESSEL INSPECTIONS ON ALL VESSELS SINCE LATE 2007 WITH EXCEPTION OF TAGGED VESSELS BEGINNING IN 2009 (APPROX. 35-4O THOUSAND VESSELS) • ALL BOATS WERE REQUIRED TO BE CLEAN, DRAINED & DRY UPON ARRIVAL (ZERO TOLERANCE ON MOISTURE). • PERFORMING ROUTINE MONITORING OF SUBSTRATE SETTLING DEVICES AT VARIOUS LOCATIONS ON LAKE • PROVIDE WATERCRAFT INSPECTION AND DECONTAMINATION TRAINING TO ALL PERSONNEL (LEVEL I FOR STAFF & LEVEL II FOR MANAGEMENT) • SPOTS CHECKS OF INSPECTION PROGRAM BY DFW AND UWCD MANAGEMENT • VISUAL INSPECTIONS OF INFLOW FROM PYRAMID • INTERNAL VESSEL TAGGING FOR RETURNING VISITORS • RECIPROCAL PROGRAM BETWEEN CASTAIC PYRAMID

CURRENT MEASURES: • WORKING WITH DFW TO ENSURE COMPLIANCE WITH ALL LAWS/REGULATIONS AND TO PREVENT SPREAD • ESTABLISHING EXTENT OF INFESTATION, BASELINE WATER QUALITY & ATTEMPT TO DETERMINE SOURCE • POPULATION DENSITY & DISPERSMENT SURVEYS VIA DIVE OPERATIONS • ADVISE ALL BOATERS OF INFESTATION (ONE-ON-ONE CONTACT, FLIERS, SIGNS) • SECURE A CONSULTANT TO DEVELOP CONTROL/ERADICATION PLAN • CONTINUE BOAT INSPECTION PROGRAM FOR ALL INCOMING VESSELS • QUARANTINE FAILED VESSELS • ADVISING ALL BOATS LEAVING ON RECOMMEND MEANSURES TO CONTROL SPREAD
