Progress to Date • Following discussions with industry stakeholders, issue raised to MRA regarding processing of disconnections • Special MRA working group formed to review current processes and understand key drivers • Working Group made recommendations in January 2011 – Processes for large scale disconnections – Technical solutions to improve data flow – Potential changes for ‘single site’ disconnections • MRA parties consulted on proposals, feedback analysed by Issues Resolution Expert Group (IREG) • Draft Change Proposal sent to MRA parties in April • Feedback used to update Change Proposals • Changes being drafted

The MRA Change Proposals • Final drafting of Changes underway – – Issued for Impact Assessment early June MRA Development Board scheduled to vote on solutions 30 th June – – Implementation likely for November 2011 or February 2012 • Changes comprise: – A new Working Practice for large scale disconnections – A standardised data flow format for passing data between Distributors and Suppliers – Changes to data items to better fit industry and business processes • Further Changes may include: – Expansion of the Working Practice to include single sites – Adopting an Agreed Procedure to enforce the working practice (following ‘trial period’ – Further changes to data items to improve flow of information in processes

The new Working Practice (1) • Working Practice provides process guidance for ‘large - scale’ disconnections • Not mandatory, but helps parties with business process • Distribution Business will be primary contact with the Developer – less need to contact multiple parties • Developer expected to provide Distribution Business with key information to initiate the process – Addresses of the properties; – Date from which the Developer will have responsibility for the site; – Point of contact for the Developer – Point of contact for site access if different to above • Other information optional, but will speed process – MPANs and Meter Serial Number(s), if known; – Planned demolition date; – Earliest dates for both meter removal and disconnection

The new Working Practice (2) • Key Timings: – Where all information provided, Distribution Business will normally quote within 20 Working Days – Suppliers sent Disconnection notices within 5 Working Days of price being agreed with developer – Suppliers will have 25 Working Days to remove meters – If no meters on site, disconnection as quick as 5 Working Days. • Issues impacting Process: – Incomplete or incorrect data provided to Distribution Business – Suppliers seeking to recover asset costs from developer – this will NOT delay disconnection of the supply. – Distribution Business requiring permissions – wayleaves, traffic orders etc. – Lack of site access at agreed times • Expectation is that Working Practice will be amended over time, once it has been tested in operational environment

  6. Other Activities • Gemserv looking at wider issues related to connections and disconnections, e.g. – Address information (plot to postal etc.) – Multi-utility connection and disconnection • A number of solutions being discussed with stakeholders, further information expected shortly • MRA parties continue to monitor disconnections processes and will raise changes as appropriate • Gemserv will continue to liaise with Ofgem to assist in understanding issues and developing industry solutions
