Who is Eligible? Minorities and Women Applicants must submit a signed, notarized certification that each disadvantaged owner is, in fact, socially and economically disadvantaged 2
Ownership Firm must be at least 51% owned • by disadvantaged individuals • Ownership must be real, substantial and continuing Must prove contribution of capital • or expertise to acquire majority ownership 3
Control of Operations Disadvantaged owner(s) must control • daily operations of firms; Owner(s) must work in firm full-time if • firm is full-time business; Role of non-minority male must be • proportionate with his ownership interest; • The firm’s Board of Directors must be controlled by disadvantaged owner(s); Must be an independent business • 4
Economic Disadvantage • Personal Net Worth (PNW) must be under $1.32 million PNW does not Include: • - Value of primary residence - Business equity from applicant firm - Spouse’s community property 5
Personal Financial Statement • Is like your balance sheet: Assets = Liability + Personal Net Worth • Include everything – we will adjust • Real estate and other assets must be at current market value • Indicate whether PNW statement is for an individual or a married couple 6
Other Information Site visits required by regulation • Denial of certification appeals go to • U.S. Dept. of Transportation in D.C. Application process typically takes • 1-3 months 7
The Application • New Form – posted on our website • Fill out completely • Have it notarized • List NAICS (work codes) only for those work areas you perform and have expertise • Indicate those geographical areas you prefer to work in – you must be ready, willing and able when solicited 8
