Dickerson Lake ► Issue: DLAA concerns with aging septic systems and regulatory standards for replacement, lake water quality and weed control, and drinking water well protection.
Dickerson Lake ► Solution: Surface water quality protection, drinking water quality protection, and space/soil limitations for septic field installations can all be addressed with public sewer.
Feasibility Study ► DLAA contacted Spicer Group in April 2017 ► Feasibility Study scope of work: ▪ Meet and discuss proposed service district limits, growth potential, land availability, and regionalization. ▪ Calculate population and flow projections, and generate conceptual land size requirements. ▪ Evaluate alternatives and generate conceptual estimates of cost. ▪ Evaluate financing options - State Revolving Fund Loan, USDA Rural Development, and conventional bonding. ▪ Provide a written summary report of the above. ▪ USDA Rural Development pre-application ▪ Present the results at a public meeting for the purpose of obtaining Today resident’s signatures on a petition of interest for pursuing a project.

Summary of Alternatives
Financing ► Federal USDA Rural Development ▪ Pre-Application submittal – 45% Grant Eligible ► State Revolving Loan Fund (SRF) ► Conventional Bonds ► Summary, based on 181 connections:
Private Construction Costs ► Public construction consists of mainline sewers, main pump station, service leads up to and including grinder pump stations. ▪ Each service lead and grinder pump needs easement from homeowner. ► Private work is outside of right-of-way and easements, such minimum 100A power panel, dedicated 30A breaker, connecting home’s plumbing and electrical to grinder pump, abandonment of septic system.
Summary of Recommendation ► A public sanitary sewer system will eliminate the direct connection pollution sources affecting the lake quality and will protect drinking water well quality. ► Recommended alternative is based on the 20-year present worth analysis, the lowest estimated O&M costs, it is consistent with Sidney Township’s existing system, and their operator is willing to provide your O&M services. ► Recommended USDA RD funding includes grant. ► Estimated loan assessment of $18,400/REU is comparable to septic system installation and comes with 40-yr financing. ► Next Step: Dickerson Lake residents to petition both Townships to pursue a project.
