Our ambition is to use administrative sources at the core of evidence on migration in 2019 • Migrants interact with government in lots of different ways, giving us a great opportunity for change. • Digital Economy Act (DEA). • Government Statistical Service (GSS). • The DEA powers positions us well to work across government to build an evidence base for the common good. • Key priority data sets include: o Home Office Admin data, HMRC tax and benefit data. o Working with experts in other government departments will be vital to build on their expertise. 4
What could this look like?
Population and Migration Statistics Consultation – Autumn 2018 Consultation to understand user needs for transformed system, and gain feedback on research. Supported by: • Part 1: Exploratory research illustrating definitions, methods and approach to transforming the Pop Stats System • Part 2: Exploratory research into non-EU Nationals and how they impact on the economy • Part 3: Exploratory research into EU Nationals travel patterns Following this we will be continuing to work iteratively on our research as we build our data sources and understanding of user needs, in collaboration across the GSS.
Timeline of planned work Date Collaboration Summer 2018 Review of International Passenger Survey (IPS) switcher adjustment Lead – ONS – to assist us in accounting for people who change their intentions Contributors – Home Office regarding their travel plans Autumn 2018 Consultation with migration statistics users on the shape that a new Lead – ONS administrative based system would take. Contributors – All GSS Partners To include 3 papers on: methods/definitions; EU nationals travel patterns; non-EU nationals and how they impact on the economy. Summer 2019 International migration and the Health Sector - understand how Lead – ONS with the Devolved migrants interact with health services (users and employees) and Administrations how this information can help build robust migration statistics when Contributors – NHS Digital, combined with other public sector data. HMRC Autumn 2019 International migration and the Education Sector – understand how Lead – ONS with the Devolved migrants interact with educational services at all levels (students Administrations and employees) and how this information can help build robust Contributors – DfE, HMRC migration statistics when combined with other public sector data.
