DPSS considers a family to be homeless when the family: Lacks a fixed and regular nighttime residence; or • Has a primary nighttime residence that is a supervised • publicly or privately operated shelter designed to provide temporary living accommodations; or Is residing in a public or private place not designed for, or • ordinarily used as, a regular sleeping accommodation for human beings; or Has a need for housing in a commercial establishment (e.g., • hotel/motel), shelter, publicly funded transitional housing or from a person in the business of renting properties; or Has received an eviction notice or notice to pay rent or quit • (at-risk of homelessness).

  5. CalWORKs • Provides temporary shelter payments to homeless families while they are looking for permanent housing. • Provides once-in-a-lifetime temporary shelter payments for up to 16 consecutive calendar days. • An eligible family may receive $65 per day (for a family of up to four) and $15 per day for each additional person up to a maximum of $125 per day. • The family must be actively searching for permanent housing, provide verification for the housing search, and provide verification of shelter expenditures.

  6. Provides a once-in-a-lifetime payment to cover security • deposit costs required by a landlord as a condition of assuming occupancy. Including, last month’s rent or any legal payment. In addition to the amount allowable for security deposits, this • payment may also be available to cover utility deposits (turn- on-fees) required for gas, electricity and/or water. The amount cannot exceed two times the total rent amount. • This payment does NOT pay for first month’s rent or overdue • utility bills.

  7. Provides a once-in-a-lifetime payment that can pay up • to two months of back rent. The family must have received an eviction notice or a • pay rent or quit notice. Proof of financial hardship is required and must show • that financial hardship is due to circumstances beyond the family’s control.

  8. • A Program available to CalWORKs Welfare-to-Work (WtW) families who are homeless or at risk of becoming homeless due to a financial crisis resulting from circumstances out of the family’s control. • Provides a once-in-a-lifetime payment of up to $2,000 to secure permanent housing. It can be utilized for: • Move-in costs, such as security deposits, last month’s rent, cleaning fees, key deposits; • Utility deposits (turn-on-fees) required for gas, electricity and/or water, when not included in the rent; • Moving Expenses, such as a truck rental; and • Up to $405 for the purchase of a stove and/or refrigerator when the new residence does not have one.

  9. Program available to CalWORKs Welfare-to-Work • (WtW) families who are behind in rent and/or utility bills due to a financial crisis which could lead to an eviction and homelessness. It provides eligible families with a once-in-a-lifetime • maximum of $2,000 to pay their past due rent and/or utilities for up to two months to help them keep their housing.

  10. The 4-Month RA Program provides assistance to • CalWORKs Welfare-to-Work (WtW) families in the form of a short-term rental subsidy. Eligible families can qualify for a once-in-a-lifetime • rental subsidy of up to $300 per family (based on family size) for a maximum of four consecutive months after securing non-subsidized permanent housing.

  11. DPSS supplements the CalWORKs HA program, providing an • additional 14 days of temporary homeless assistance, for families enrolled and participating in the Homeless CalWORKs Families Project (HCFP). This 14-day supplementation is available to homeless families • currently accessing the HA program, as well as to those who have already exhausted the 16-days of Temp HA. The additional 14 days of assistance will enable families to stay in hotels/motels longer while they continue to seek permanent housing.

  12. The Housing Relocation Program (HRP) is a once-in-a-lifetime program for eligible Welfare-to-Work CalWORKs families who need to move so that they can accept a job offer of 20 or more hours per week or keep a job they already have. NOTE: HRP can also be issued to help a participant relocate to another county or state to accept a job offer.

  13. ESS provides eligible homeless CalWORKs WtW families with • emergency shelter, homeless case management, and other needed services for up to 120 days when the family has exhausted or is ineligible for CalWORKs Temporary Homeless Assistance (HA) shelter payments . A primary goal of ESS is to quickly move eligible homeless • families into permanent housing before they exhaust their 120-day eligibility to ESS. This is a subcontracted program. Not directly operated by • DPSS.

  14. A collaborative effort between DPSS, LAHSA, DMH, and DPH that • provides wrap around services to homeless families with mental health (MH) issues. The goal is to assist homeless families with MH issues from a transitional • housing situation to permanent housing while also addressing MH and other barriers that prevent them from obtaining housing. To be eligible, a family must: Be CalWORKs approved; • Be homeless or at risk of becoming homeless due to a financial crisis • resulting from circumstances beyond their control; and Meet the Housing program Welfare-to-Work participation • requirement.

  15. A collaborative effort between DPSS, DCFS, DMH, and DPH that • identifies homeless families in the Skid Row area and connects them with available benefits and services. Currently, there is DPSS staff out-stationed at the Leavy Center in Skid • Row. Each District Office has a designated EW and HCM as part of the • access teams to connect families with CalWORKs and homeless programs and services. Teams are on call to assist families who cannot travel to the district • office to apply for benefits. This includes possibly traveling to the shelter/agency to assist with completing and getting the application.

  16. HCMs are located in the CalWORKs District Offices and they help CalWORKs homeless families or at-risk families: Identify and link to appropriate services and needed resources; • Develop housing plans that may lead families to permanent • housing.
