Bridging the Gap Between the Supply and Demand of Stormwater Management Great Lakes Regional Sediment Management Workshop Chicago, IL November 19, 2019
Great Lakes Stormwater Collaborative • Address the gap between the supply and demand side of stormwater management • Forum for networking, partnership building, and exchange of information • Advance development, transfer, and deployment of innovative stormwater management technologies and practices
GLSC: How did we get here? • Great Lakes Stormwater Technology Transfer Project • 2-year effort between 2016 and 2018 • Partnership between Lawrence Technological University and Great Lakes Commission • Funded by the Erb Family Foundation
Stormwater Technology Transfer Project Goal: understand the barriers to adoption of innovative stormwater management technologies and designs
Needs Assessment • Over 40 interviews and 3 focus groups ▪ Interviewed a wide range of stormwater professionals: ▪ Supply (9), Demand (23), Consultants (11) ▪ Focus groups were in: ▪ Mississauga, ON, Cleveland, OH, and Appleton, WI
Needs Assessment Findings: Barriers • Difficulty Matching Technology to Needs • Confidence in Performance of New Technologies • Uncertainty over Cost and Cost/Benefit Ratio • General Risk Aversion • Missing Drivers: Regulations, Leadership, and Coordination Collaborative identified as a way to overcome barriers
GLSC Kickoff Workshop – November 2017 • Defined the Collaborative’s vision, mission statement, and objectives • Identified Volunteer Leadership Team • Began developing a Charter (ultimately adopted in January 2018)
GLSC Objectives A. Help match available verified innovative stormwater technologies and practices to the needs of communities B. Build confidence in the performance of innovative stormwater technology and practices through education, advocacy, robust metrics, and performance standards C. Evaluate and promote the life-cycle costs and associated benefits (triple bottom line and co-benefits) of innovative stormwater technology and practices D. Advance and promote post development/installed ownership, inspection, maintenance, and performance assessment of innovative stormwater technology and practices
Closing the gap by bringing innovative stormwater technologies to a wider audience in response to the demands of good stormwater management in protecting the Great Lakes
GLSC: The Early Days • Established organizational structure • Launched logo, website and communications materials • Developed/fostered relationships across the Basin With our sea legs under us, we’re looking forward to expanding our impact and reaching more partners in the Basin!
GLSC: Going forward • Developed a webinar series • Developed spotlight projects • Promoting a funding mechanism
GLSC Webinars Manufactured Stormwater Retrofit Sites Treatment Devices (MTDs)
GLSC Spotlight Map • Under-development map to feature innovative stormwater sites and rarely readily available details that stormwater managers need: drawings, specifications, maintenance manuals. etc.
GLSC Funding • Currently funded by a non profit and a foundation • Matching funds provided by Great Lakes Commission • We have applied for grants • We are prompting potential partners for assistance • Membership opportunities guide
GLSC Mission Statement Provide a forum for networking, partnership building and the exchange of information to advance the development, transfer and deployment of innovative stormwater management technology and practices in the binational Great Lakes-St. Lawrence River region
