Davenport’s First Urban Subdivision IFA Housing Conference 2018
In 2013, Davenport issued an RFP to donate 12 vacant lots to a developer for single family housing. Neighborhood had a lot of potential – lots of nearby amenities. There were no responses to the RFP.
Tackle neighborhood condition to improve the area for existing residents and make the area more attractive to private developers.

City already owned 12 vacant lots on the north side of the street, but wanted to keep those free of federal strings for future development. Focus on acquiring additional property. 13 properties were acquired.
Most lots on the street were vacant, butt here were a few with vacant, abandoned, or underused buildings. 10 buildings were demolished.
Important to improve the neighborhood for the residents already there, as well as make it attractive for future development. 15 properties were rehabilitated.
Developers were hesitant to build in a developed neoghborhood in poor condition. City demonstrated proof of concept for private development. 6 houses were built
Streets, curbs and sidewalks were in poor condition. Needed to improve the “look and feel” of the neighborhood to combat perception of blight. 800 feet of retaining wall and 1,500 feet of sidewalk/curb/gutter
Private developer committed to building 6 market rate homes in 2019.
