Evaluation Process Rand Water conducts a two stage evaluation process for all bids, intending to provide services or goods to the organization as follows: • First part of the evaluation process is the functionality evaluation. • All bids evaluated at this stage must achieve a minimum of 60% scoring. • Below 60 % will not be considered to second stage of the evaluation. • Rand Water shall then apply the objective criteria in accordance with the PPPFA that will determine the evaluation outcome • Part of the functionality evaluation Rand Water also uses a Financial Tolerance Range • Award is then based on the preferential point system. NB: award is based on quality of submission not reputation  9

  11. Scope of work C3.2. SCOPE OF WORK Background Rand Water is a water utility servicing the Gauteng based customers and its operations has been Norther West and Free state province. Rand Water has water reservoirs spread across the Gauteng province and their water levels have to be captured and managed remotely. Rand Water has implemented a solution that publishes this water levels to the mobile devices of the business users and this solution depends on the uptime availability of the internet. Given that this is the core of the business; the robust Server Infrastructure uptime is therefore critical to the operations of the business. The purpose of this scope of service is to obtain a service provider to supply, delivery, replace, install, configure, migrate data from the old server infrastructure farm to the new. Also, supply & deliver hyper converged infrastructure licenses for the future state server infrastructure. This hyper converged infrastructure will need to be configured in all the newly acquired servers. Lastly, both these environments will need to be maintained and supported via an on the call support which will include delivery, install and configure of any new servers and software thereof. 11

  12. Scope of work cont. Current state Rand Water currently has a total of 240 physical servers that have reached the End of Life (EOL) as they were acquired 8- years ago. The objective of this platform is to store, retrieve and send computer files and data to other computers on a network. The impact of using End of Life (EOL) hardware has reduced productivity, increases the maintenance costs, limited scalability resulting in the business not being able to meet the ever changing needs. This server platform operates on a legacy IT design which comprises of separate data storage from the severs. This exercise has proven to be a costly as centralized storage systems and Fibre Channel switches are all purchased, powered, cooled, and managed independently. These silos created by traditional datacentre infrastructure architecture has presented barriers within the IT infrastructure department to change and progress, adding complexity to every step from ordering to deployment to management resulting in IT failing to meet the growing demands of enterprise applications and fast pace of modern business operations. Therefore, it is imperative that Rand Water IT infrastructure transforms their existing legacy data centre server infrastructure with a Hyper Converged Infrastructure (HCI) solution that would replace the current legacy infrastructure that has serviced the organization for the past 8 years. Below is a diagram that depicts this IT legacy design which comprises of a total of 22 rackmount units, total of 240 physical servers, total of 400 virtualized servers and total of 2 virtual software. 12

PROPOSED SOLUTION The proposed solution is to replace the current Server Infrastructure and also introduce the Hyper converged software which will transform the organization’s current legacy datacentres and server rooms to the modernized platform. Scope of work The project scope will include: Acquisition and delivery of the solution, including all hardware and software products, Design, installation, configuration, migration, testing and commissioning of the solution’s software and hardware from curren t solution to the future state solution, Project management, Change Management (e.g. Training and stakeholder communication), Supply and commission of the new severs as when needed, Provide maintenance and support for the solution. (OEM back-to-back support). De-installation of the existing server, Rack and stack all acquired hardware equipment, power on Systems and network configuration, Environmental audit, The data centre cabling which will include connectivity e.g. fibre and relevant connectivity thereof. Below is a diagram that depicts the envisaged future state solution. 14

Compression Data compression to reduce the physical storage footprint. The feature must be configurable to be turned on or off as required. Deduplication Data deduplication to reduce the physical storage footprint. The feature must be configurable to be turned on or off as required. Data Redundancy Synchronous data replication to one or more other nodes in the same cluster, ensuring that all data exists in at least two independent nodes and remains highly available. 16
