PARCC Awarded Race to PARCC Awarded Race to the Top Assessment Funds JACK O’CONNELL JACK O’CONNELL State Superintendent of Public Instruction On September 2, 2010, U.S. Secretary of Education Arne Duncan announced the U.S. Education Arne Duncan announced the U S Department of Education awarded “Race to the Top” assessment funds to PARCC for the development of a K-12 assessment system aligned to the Common Core State Standards in English language arts and mathematics.
