CQI Strategy 4 Funding Stakeholder Presentation Purpose To increase awareness among key stakeholders regarding scope of practice, qualifications, contributions to student health and academic success, workload, and safety concerns of building-based and per diem school nurses in order to increase funding capacity for personnel. Note: There are TWO sub-strategies below, one for per diem staffing and one for building-based staffing. Instructions: 1. Choose a strategy 2. Implement the strategy 3. Example 1: PDSA Strategy for Per Diem Pay Increase 1) Identify problem. For example, “ Inadequate numbers of qualified nurses are applying for per diem positions.” 2) Analyze problem . For example, “( School) district pays $7.00 less per hour for Per Diem Nurses than neighboring districts,” or “A lack of awareness of workload and qualifications of per diem nurses exis ts among key funding stakeholders.” 3) Generate potential solutions. For example, “Raising awareness among School Committee members of competition with other districts for per diem nursing pay and subsequent lack of student coverage posing a safety risk may support an increase in compensation and stimulate interest among qualified candidates.” 4) Select plan and solution . For example, “ In order to raise awareness among School Committee members, the Nurse Leader will collect data on competition with other districts for per diem nursing pay and job requirements, as well as resulting lack of coverage and potential for safety issues. 5) Implement solution on a test basis. 6) Evaluate test implementation. For example, “ Per diem pay increased by _____. “ or “Number of applicants increased by ___%. 7) Implement system-wide. For example, “ By ____ (date), ___ (number of) districts with pay scales for per diem nurses between $18-25 hr. will offer Per Diem Pay Increase Presentation to School Committees and ask members to ident ify necessary next steps”. Choose Target Audience a) Decide who it makes sense to connect with first, i.e., School Committee, Town Officials, Principals, etc. Collect data b) Survey region regarding per diem pay rates and chart on a map to indicate local competition and pay equity (appendix). Modify Per Diem Pay Presentation (See sample PPT in CQI webpage at www.BU-SHIELD.org) c) Add in district data: i) Acuity ii) Health Office Activity Summary iii) Screening schedule iv) Field trip requirements v) Number of times/hours when nurses needed to move buildings due to lack of coverage, or a building was left uncovered vi) Number of times nurses came in ill due to lack of (or concern about potential lack of) coverage vii) Number of families concerned about sending children to school without a trained nurse available viii) Number of times nurses have missed a personal or professional development commitment due to lack of coverage ix) Number of times agency nurses were used x) Number of nurses unable to attend Regional Meetings due to lack of coverage xi) Per diem nurse qualifications, personal capacity and experience needed xii) Identify desired outcomes CQI Project 4 – Funding Stakeholder Presentation Page 3 of 12
Present to School Committee Presentation Tips: a) Know your audience b) Make a personal connection c) Appeal to common interests d) Consider parent/ guardian presentation from family with special health care needs e) Describe family and educational impact of not having a trained nurse on staff who is familiar with a child f) Consider having parent compare costs of tutoring costs vs. in class attendance g) Pass around regional per diem pay map as a handout at the end if available h) Ask school committee, “What do you think that the next step should be?” CQI Project 4 – Funding Stakeholder Presentation Page 4 of 12
Example 2: PDSA Strategy for Building School Nurse FTE Increase 1) Identify problem. For example, “Current school nurse staffing does not adequately meet the needs of students.” 2) Analyze problem . For example, “Key funding stakeholders are unaware of current level of student acuity, school nurse workload and subsequent safety risks as a result of inadequate staffing.” 3) Generate potential solutions. For example, “Raising awareness among key funding stakeholders of current student acuity, school nurse workload, inadequate coverage and safety risks may support an increase in nursing FTEs for the district. 4) Select plan and solution . For example, “The Nurse Leader will collect above data and present a proposal to key funding stakeholders.” 5) Implement solution on a test basis. a) Choose target audience b) Adapt “Nursing FTE Needs” presentation c) Add “A Day in the Life of your School Nurse” or other infographics d) Add district data i) Acuity ii) Student visits iii) Screenings iv) Other initiatives e) Electronic Health Record Health Services Summary f) Nurse qualifications i) Degrees ii) Certifications 1.
