Support for Business • Recommendation to support an additional Business Retention and Expansion Officer with the Valley REN Role would be to work with businesses adapting to affects • of COVID-19 $100,000 • Alternative – Fund a Municipal Economic • Development Specialist to focus on COVID-19 response for the next year 4
Support for Food • Recommendation to support local food banks, and/or organizations supplying food to those in need $100,000 • Alternative – Hold funding for future need as COVID- • 19 supports begin to decline 5
Support for Community Groups Recommendation to create a Community Group • Fund ($150,000) to offset lost revenues, and increase Councillor GTO Alternative – Hold funding for future need as • COVID-19 supports begin to decline Councillor GTO Grant Addressed in separate RFD • 6
Support for Arts and Culture Sector Recommendation to support the Arts and Culture • Community with a fund of $50,000 through grants to Artists/ Performance Groups Alternative – Use funds to purchase art work for the • Administration Building 7
Currently a Tabled Motion May consider defeating, or retracting, and address • each area of support Should Council wish to proceed with any areas of • support, criteria would then be developed for a program and brought back for approval. One exception being the funding to Valley REN for a • position, if approved the CAO would work out details with Valley REN 8
RECOMMENDATION That Council receive the Briefing dated June 11, 2020 as information in relation to the COVID-19 Community Based Programs. 9

Councillor GTO At June 2 nd Council, Council authorized a one-time • increase in Councillor Grants to Organizations funding from $72,000 to $150,000 There has been discussion regarding one or more • rounds of funding Number of rounds and amount each round needs to • be clarified to proceed 2
Distribution of Funds 1/3 Currently $150,000 allocated to Councillor • GTO, and $139,667 in asks for round that closed on June 1st At this number each Councillor would have • $15,000 to allocate, or $16,666 should the Mayor not participate, for one round of funding 3
Distribution of Funds 2/3 Council could decide to proceed with • $150,000 allocated, which if all groups were fully funded, would leave $10,333 not granted Council could decide to split the funding • creating a second round of Councillor GTO, and more likely allocate all the funds 4
Distribution of Funds 3/3 Should $100,000 be allocated in round one, • this would provide each Councillor with $11,111 to distribute, or $10,000 should the Mayor participate A second round of $50,000 would provide • each Councillor with $5,555 to distribute, or $5,000 should the Mayor participate 5

Recommendations • That Council release $100,000 of the approved $150,000 for Councillor Grants to Organizations to be used in the CGTO process that closed on June 1, 2020. • That Council direct the CAO to develop criteria for an additional round of Councillor Grants to Organizations, with $50,000 available to be allocated. 7
