Getting Ready for SDG4 Monitoring Policy & Legislation Modification in line with SDG4:- o Myanmar National Education Law(2014) and Amendment of NEL(2015) are newly developed education laws at the same time coming out SDG4 and Education 2030 Agenda in 2015.(Therefore these laws are fully inline with SDG4) o The National Education Strategic Plan-NESP (2016-2017) is also inline with SDG4, the completion of the plan is at the end of the 2015 and then at the new government era in early 2016 the plan has been reviewed and revised to be inline with new government policies and SDG4.

Getting Ready for SDG4 Monitoring Policy & Legislation(continued) Identification of key departments/ministries in charge of data collection, analysis, and dissemination:- • Ministry of Education, Myanmar assigns Director General of Department of Alternative Education is as National SDG4 Coordinator and DDG of the Department of Education Research, Planning and Training as Vice national coordinator and also assigns as focal persons for SDG4 from all concerned departments under MOE. • Department of Education Research, Planning and Training is in-charge of data collection, analysis and dissemination.

Getting Ready for SDG4 Monitoring Policy & Legislation(continued) Collaboration between multiple ministries, agencies and departments to coordinate SDG4 data collection and monitoring:- • Under MOE, DERPT has to lead EMIS Implementation Unit for web- based EMIS System implementation as well as collaboration & coordination between multiple ministries, agencies and departments to coordinate SDG4 data collection and monitoring.

Getting Ready for SDG4 Monitoring Policy & Legislation(continued) Collaboration between multiple ministries, agencies and departments to coordinate SDG4 data collection and monitoring • DERPT also lead Management, Capacity Development, Quality Assurance Subsector working Group which will focused on DPs coordination and collaboration as well as effective implementation of the NESP .

Getting Ready for SDG4 Monitoring Monitoring Mechanism Restructure/creation of the monitoring mechanism in line with SDG4:- • DERPT also lead for the implementation of My-EQIP programme which focused on M&E system establishment, Capacity Building for M&E and M&E for National Education Strategic Plan implementation which is link with SDG4 data collection and Activities. • This My-EQIP programme (Australia Grant programme) is now being implemented and will support the M & E mechanism in line with SDG4.

Getting Ready for SDG4 Monitoring Data Coverage o Mapping of the existing SDG4 indicator and data availability have been already carried out. And we have already developed the data captured form for BE, HR, TVET/HE, NFE and Financial Asset Modules development. In the development of Data Collection form we already think about SDG4 Data collection and indicators. o Inclusion of new indicators in the regular EMIS system and other surveys related to SDG4 as well as household survey data collection has been considered.

Major Capacity Development Needs Necessary to strengthen the capacity for better SDG4 monitoring and to overcome present issues and challenges:- Key issues and Challenges to achieve SDG4 :- • Limited Awareness and ownership for the SDG4 implementation Some indicators identified in SDG 4 data collection are not available in • Myanmar • Difficult to find the national experts on Education Statistics for building capacity and SDG4 related activities • Limited capacity for data production chain (data collection, processing, analysis, and disseminating) • Limited Resources (technical, financial)

Major Capacity Development Needs Necessary to strengthen the capacity for better SDG4 monitoring and to overcome present issues and challenges:- Based on the issues and challenges:- • Awareness raising and advocacy activities are necessary to conduct for the SDG4 implementation for improvement of awareness and receiving the national ownership. Some indicators identified in SDG4 data collection are not available in • Myanmar, for that it is necessary to try to be narrow gap for data availability. • Capacity building for the staff with Limited capacity for data production chain (data collection, processing, analysis, and disseminating) is essential for Myanmar
