  3. Our Role • to provide independent scrutiny of: ➢ the Government’s, Nuclear Decommissioning Authority's (NDA's) and RWM’s proposals, plans and programmes to deliver geological disposal; and ➢ robust interim storage of the UK’s higher activity wastes. • to provide advice to Ministers on the management radioactive waste management including the delivery of geological disposal

  9. The Journey to Geological Disposal 2006 Key CoRWM 1 Recommendations 1 Geological disposal as an end point for long-term management of radioactive wastes 2 Robust storage in interim period with provision against delay or failure in reaching an end point 3 To expand the R&D programme 4 Need for a staged process with flexibility in decision making and partnership with communities willing to participate in siting process ( voluntarism ) NuLeaf 19 July 2017

  11. The Journey to Geological Disposal The West Cumbria Process • Early Stages : Expression of interest Decision to participate • Partnership : Local Communities, NDA and Government participation NuLeaf 19 July 2017

  12. The Journey to Geological Disposal The West Cumbria Process • Agreeing criteria • Sub-surface geological screening • Detailed research and analysis of key issues • Extensive public and stakeholder engagement • Measuring local support • MoU between Districts and County Council • Shepway District Council also discussed participation NuLeaf 19 July 2017

  13. The Journey to Geological Disposal The West Cumbria Process • Agreement required of borough, county and UK Government. • Cumbria County Council, Copeland Borough Council and Allerdale Borough Council voted on whether to stay in the process. • Copeland Borough Council- yes • Allerdale Borough Council – yes • Cumbria County Council - no NuLeaf 19 July 2017

  14. The Journey to Geological Disposal Siting Review – January 2013 • In January 2013 Baroness Verma stated DECC would be: ➢ “ reviewing the site selection process in the light of the experience in Cumbria ” and ➢ “The MRWS programme continues nationally, and the invitation remains open for communities to express an interest in the site selection process for a GDF.” • Call for Evidence – May 2013 • Consultation on new siting process published – 12 September 2013 NuLeaf 19 July 2017

  15. The Journey to Geological Disposal Implementing Geological Disposal (IGD) – 2014 White Paper on a revised siting process issued (summer) • Changes to 2008 MRWS • Reflects views expressed in Consultation • CoRWM contributed to the consultation and provided advice directly to DECC on the content of the new process NuLeaf 19 July 2017

  18. The Journey to Geological Disposal IGD – 2014-17 NuLeaf 19 July 2017

  19. The Journey to Geological Disposal IGD – 2014-17 • Additional Workstreams ➢ Developer Led Communications and Engagement ➢ GDF Regulatory Framework NuLeaf 19 July 2017

  20. The Journey to Geological Disposal IGD – 2014-17 Expected Outcomes Working with Communities – the Government has set up a Working Group to address the following • Description of a “community”, Decision Making, Right of Withdrawal • Roles and responsibilities of community representatives • How to ensure all levels of local government have a voice in the siting process • Point at which a test of public support should be undertaken • Community investment package NuLeaf 19 July 2017

  21. The Journey to Geological Disposal IGD – 2014-17 Expected Outcomes • Geological Screening – maps, with geological information of potential interest to developer and the community – maps will not ‘rule out or ‘rule in’ rock volumes, but may identify strong prospects • Land Use Planning - Amendment to Planning Act and production of a National Policy Statement to provide guidance on a GDF Development Consent order NuLeaf 19 July 2017

  22. The Journey to Geological Disposal IGD – 2014/16 Expected Outcomes • Regulatory Framework ➢ Prescription of radioactive waste disposal ➢ Licensing of a GDF under the NIAct NuLeaf 19 July 2017

  23. The Journey to Geological Disposal Future Milestones • Complete IGD workstreams • Commence siting process • Continuous engagement with communities • Develop detailed site specific designs and Safety Cases • Seek volunteer(s) to host GDF(s) NuLeaf 19 July 2017
