  2. History Conway Acres Subdivision located on the NW corner of • Hoffner Ave. and Semoran Blvd. Florida Department of Transportation (FDOT) is widening • Hoffner Ave. (SR15) from 2 to 4 lanes. Roadway will move closer to 23 residential lots. • Segment of existing private wall along FDOT right-of-way is • in disrepair. Conway Acres Wall

  3. History (Cont.) Commissioner Clarke has requested FDOT to mitigate • widening impacts with new 8ft. screen wall construction. FDOT has offered funds towards wall construction. • FDOT has proposed to “transfer proportionate share • amount” from Grand Palisades Development of Regional Impact (DRI) to County.

  4. History (Cont.) $250,000 would be transferred by agreement between FDOT • and the County. Funds to be deposited in separate account with Comptroller • for wall construction. County acts as “payment agent”.

  5. Homeowner Participation Conway Acres and Cardinal Park Neighborhood Association, • Inc., a not for profit organization, represents the neighborhood. Discussion underway with HOA as to its participation • responsibilities and process.

  6. Homeowner Participation (Cont.) HOA to obtain their own legal counsel for advice/assistance • regarding project. Each homeowner to sign a Hold Harmless Agreement and • Right of Entry. HOA representative to sign an agreement with the County • outlining payment process.

  7. Homeowner Participation (Cont.) HOA to contract directly with construction contractor. • O.C. will not be responsible for any project shortfalls. •

  8. County Participation Majority of administration lies with HOA-private wall. • County Staff to act as “Payment Agent”. • Staff to work with Comptroller's Office to verify wall contractor • invoices when submitted by HOA.
