About the Centre o The Ontario Centre of Excellence for Child and Youth Mental Health (the Centre) brings people and knowledge together to strengthen mental health care for children, youth and families o Using an organizational learning approach, the Centre provides child and youth mental health service agencies with knowledge, tools, resources and consultative supports to implement and evaluate evidence-informed practices that produce positive mental health outcomes for Ontario’s children and youth 5
About EENet o Evidence Exchange Network (EENet) is a mental health and addictions knowledge exchange network located at the Centre for Addiction and Mental Health o The EENet community includes researchers, clinicians, decision-makers, service providers, system planners, policymakers, persons with lived experience, and families o The network promotes the use of evidence in decision- making, develops targeted knowledge translation products and tools, and supports interactive exchanges o EENet supported the development of 14 mental health and addictions CoIs in the 2012-2013 fiscal year 6
What is a CoI? o In this context, a CoI is a forum for knowledge exchange and mobilization focused on an issue or concern related to child and youth mental health and addictions in Ontario o CoIs have broad representation from stakeholder groups from across the child and youth mental health and addictions sectors, and other related sectors o Members of a CoI work collaboratively to address a knowledge gap, share what they know and learn from others regarding a topic related to child and youth mental health and addictions in Ontario o The purpose of a CoI is to bring people together to identify, create and use evidence to strengthen child and youth mental health and addictions service delivery in Ontario 7
An example: Specialized Geriatric Addictions CoI Goals: o Promote evidence informed practice for specialized addictions treatment for older persons in Ontario o Facilitate knowledge transfer between addictions sector and the broader health, mental health and social service system What they did: o Applied the Health Equity Impact Assessment tool to their activities and served as a case study for the other CoIs o Developed two fact sheets o Hosted KTE geriatric addictions forum 8
An example: Racialized Populations and Mental Health and Addictions CoI Goal: o Convene critical mass of stakeholders from across and beyond the mental health and addictions system to identify and respond to issues impacting racialized populations What they did: o Environmental scan survey o Literature review o PWLE and provider consultations o Think tank on MH&A-related ED use by racialized populations in Ontario 9
Other examples of CoI activities o Video production o Talking circle series o Surveys o Development of KE products and tools (e.g., Research Snapshots) o Infographic creation 10
The opportunity o EENet and the Centre are partnering to support strategic knowledge exchange activities through CoIs focused on topics related to Ontario’s child and youth (0 – 18 years of age) mental health and addictions sector o Funding and resources are available for up to approximately 4 child and youth-focused CoIs for the 2013 – 2014 fiscal year o Successful CoIs will receive up to $4,500 in funds, in addition to dedicated Knowledge Broker support and other network resources 11
CoIs through partnership o In addition to establishing new CoIs, EENet and the Centre are interested in linking into existing knowledge exchange forums/initiatives o This may involve adding a child and youth mental health and addictions lens to a dialogue that is already taking place around a topic (i.e., housing and homelessness) o There are many benefits of a CoI partnership, including: • Opportunities for cross-sectoral knowledge exchange and community relationship-building • Reduced time and costs of information search • Increased diversity in perspectives on problems, leading to more effective solutions 12
Supports provided by EENet and the Centre EENet and the Centre will provide tailored supports and resources to develop and operate CoIs, including: o Seed funds (up to $4,500 per CoI) o Human resources (one EENet Knowledge Broker and one Centre KE staffer per CoI) o Technological infrastructure o Resources for in-person meetings o Communication and knowledge exchange vehicles 13
CoI eligibility criteria o Applicants must be from a not-for-profit organization that is incorporated in Ontario and its mandate must demonstrate a clear Ontario focus. Partnerships with others outside Ontario are encouraged; however, leadership (including shared leadership) must come from Ontario o The principal applicant MUST be a Ministry of Children and Youth Services-funded (MCYS-funded) agency o As the MCYS funds the Centre, accepting Centre funding normally precludes the requestor from receiving other MCYS funding for the same project/purpose o Applicants with outstanding reports or deliverables (for projects previously funded by EENet or the Centre) are NOT eligible to apply 14
CoI eligibility criteria (cont.) o A single organization cannot receive funding for more than one project at any given time o Projects/activities that are NOT eligible for CoI funding: • Writing of papers for publication with no clear sharing of the knowledge or participation of practitioners or policy-makers • Research projects (other than leveraging opportunities with a recognized funding body) • Professional development • Attending or presenting at conferences only, with no innovative knowledge exchange activity • Planning activities or operational costs for new programs or demonstration project o Funds may not be used for direct service or ongoing operational costs of an existing organization 15
CoI selection criteria o Relevance to child and youth mental health and addictions systems, services, supports, population and public health in Ontario o Alignment with the priority areas for new knowledge identified in the Creating Together: Co-Creating a Mental Health and Addictions Research Agenda for Ontario o Alignment with MCYS Shared Responsibility Policy Framework o Potential to address knowledge gaps or needs in the child and youth mental health and addictions system in Ontario, that would help to strengthen policies and practices in this area o Membership that includes diverse stakeholder groups o Focus on priority populations (e.g. Francophone, First Nations, Métis, and Inuit) o Complements rather than duplicates existing efforts 16
Expectations EENet expects that CoIs will: o Strive to have diverse membership with broad representation from stakeholder groups from across the mental health and addictions sectors, and other related sectors o Participate regularly in CoI events hosted by EENet/the Centre o Actively engage their EENet Knowledge Brokers o Develop and implement a knowledge exchange plan o Apply a health equity lens to their activities o Submit all required documentation on time, and complete all CoI activities supported by EENet by March 31, 2014 17
Health equity o EENet and the Centre are committed to supporting improved health equity for vulnerable and marginalized populations in Ontario o CoIs are expected to consider potential unintended negative health equity impacts of their activities. This may involve: • Conducting a health equity impact assessment • Developing a strategy for equitable access to and sharing of knowledge • Ensuring the meaningful inclusion of underrepresented or marginalized populations 18
Required deliverables o Knowledge transfer/exchange (KTE) plan o Final report (due April 30, 2014), including: • Description of activities that have been completed to-date • Summary of “next steps” or activities that are pending • Summary of evaluation findings • Final accounting summary o Informal end-of-grant interview with EENet/ the Centre o Copies of all products, tools and materials developed by the CoI using EENet/Centre resources 19
