Per- and polyfluoroalkyl substances (PFAS ) ● Family of t housands of human-made subst ances. ● Carbon fluorine bond - one of t he st rongest in nat ure, so no nat ural degradat ion. ● Used in product s t hat resist heat , oil, st ains, grease and wat er. ○ Class B fire-fight ing foams. ○ Raincoat s, shoes, popcorn bags, pizza boxes, Teflon pans. ● Found in 99% of people’ s blood. ● Primary concern is drinking wat er. People drinking cont aminat ed wat er t end t o have high PFAS blood levels. 2

  3. PFAS and health ● High cholesterol. ● Liver damage. ● Decrease vaccine effectiveness. ● Asthma. ● Thyroid disease. ● Decrease fertility. ● Pre-eclampsia. ● Lower birth weight. ● Possible kidney & testicular cancer. 3

  5. 2019 EPA PFAS Action Plan ● Proposing regulat ory det erminat ion for PFOA and PFOS in 2019. ● Det ermining if regulat ion is appropriat e for broader class of PFAS . ● Including a larger group of PFAS in UCMR5. ● Working t hrough regulat ory development process for list ing PFOA and PFOS as CERCLA hazardous subst ances. ● Finalizing t oxicit y assessment s for PFBS and GenX in 2019. ● Developing draft t oxicit y assessment s for PFBA, PFHxA, PFHxS , PFNA, and PFDA in 2020. ● Developing guidance for cleanup of cont aminat ed groundwat er. ● Developing new t ools t o charact erize PFAS in t he environment and mat erials t o communicat e about PFAS . 5

PFAS Narrative Policy Workgroup Obj ectives ● Narrat ive provisions of Regulat ions No. 31 and 41 t o address PFAS cont aminat ion in Colorado for surface wat er and groundwat er. ● S creening levels t hat will be used t o ident ify areas t hat will require furt her monit oring t o assess cont aminat ion levels. ● Thresholds t hat will be used t o est ablish t he need for regulat ory act ion. ● How t he Wat er Qualit y Cont rol Division will use t he t hresholds t o det ermine whet her t o include effluent limit at ions for PFAS in permit s. ● First workgroup meet ing is S ep 17 at 9:30 at CDPHE.
