Staff Recommendation 13 The staff of the Department of City Planning recommends that the City Planning Commission take the following action: DENY the proposed Notwithstanding Ordinance permitting the construction of a parking lot on a portion of City-owned property at 1251 Central Parkway for the following reason: 1. The Department of City Planning does not support any notwithstanding ordinances for land use decisions because the ordinances do not comply with the zoning laws that the Department of City Planning is charged with developing and enforcing
