Pre Operational Plan Review • Inquire from potential vendor the kind of mobile food business they are looking to participate in • Inform vendor of requirements regarding design (i.e. 3 bay sinks, handwashing sinks, coolers, possible hood vents, ect…) compliance with other City departments (DPW, Police, Fire) – commissaries, food protection managers certification, allergen awareness and appropriate applications to submit – appropriate zones for food trucks and of locally restricted areas – if your locality has this
City of Worcester Hawkers and Peddlers • In Worcester, it is required, even if State Hawkers and Peddlers has already been obtained • Permit to Operate a Mobile Unit will not be issued without first obtaining approval from WPD • 520 CMR 15 requires that all ice cream truck vendors have a background check which includes fingerprinting done by local authorities, and sex offenders as defined by G.L. c. 6, § 178C or will not be granted permits • DPW requires an obstruction permit if the truck is on the sidewalk and written approval from abutter within 250 feet who hold a common victualer’s license • This may lengthen permitting time for vendor
Fire Department • Various portions of 527 CMR requires fire inspections for certain kinds of mobile food vendors • Grease laden vapors trigger the need for hood system • Proper fire extinguishers (K type) and proper propane storage required • City of Worcester will not issue mobile food vendor permit without the approval of the WFD • Fire Department is at many special events to monitor activity
Inspections Annually Permitted • Performed on an annual basis or on a complaint driven basis for Worcester permitted vendors • Large food trucks are very similar to brick and mortar inspections • Case by case basis…….shaved ice cart versus large full service food truck • 3 bay sinks on carts?? • Hand wash sinks on carts?? • Difficult situations • Commissary in New York????
Temporary Permits for Mobile Vendors • Performed at the event for temporary vendors (paperwork is reviewed prior to the event) • Get to know regular permit applicants • Communicate with other regulatory agencies • Line of communication with event organizers for temporary events is crucial.
