City of Davis Water Fluoridation Health & Safety Code 116409 et seq. H&SC 116410. Fluoridation requirement. (a)Each public water system with at least 10,000 service connections and with a natural level of fluorides that is less than the minimum established in the regulations adopted pursuant to this section shall be fluoridated in order to promote the public health of Californians of all ages through the protection and maintenance of dental health, a paramount issue of statewide concern. 4
City of Davis Water Fluoridation H&SC 116415. Fluoridation exemption. (a): (1) A public water system is not required to fluoridate pursuant to Section 116410, or the regulations adopted thereunder by the department, in any of the following situations: (A) If the public water system is listed on the schedule to implement a fluoridation program pursuant to paragraph (4) of subdivision (b) of Section 116410 and funds are not offered pursuant to a binding contractual offer to the public water system sufficient to pay the capital and associated costs from any outside source. As used in this section, "outside source" means a source other than the system's ratepayers, shareholders, local taxpayers, bondholders, or any fees or charges levied by the water system. 5
City of Davis Water Fluoridation Code of California Regulations 64433 et seq. CC&R 64433. System Requirements and Exemptions. (a) Any public water system with 10,000 service connections or more that does not have a fluoridation system shall install such a system pursuant to the requirements in this article if the Department identifies a source of sufficient funds not excluded by Health and Safety Code section 116415 to cover capital and any associated costs necessary to install such a system. (f) Any public water system with 10,000 service connections or more shall be exempted from fluoridation in either of the following cases: (1) The water system does not receive sufficient funds from a source identified by the Department and not excluded by Health and Safety Code section 116415 to cover the capital and 6 associated costs needed to install a fluoridation system; or

City of Davis Water Fluoridation Capital Costs Wells $92,000 and $454,900/site. 6 deep wells, between $837,000 and $2,067,400. DWWSP Estimated to be $602,000. Davis’ portion approximately $240,800 to $301,000. Total Estimated Capital Cost range - $1.1M to $2.4M O&M Wells $29,800/yr to $30,100/yr. 6 deep wells, between $178,800 to $180,700/yr DWWSP Estimated to be $50,000 to $60,000/yr per year. Total Estimated Annual O&M Cost – $228,800 to $240,700/yr Rate Impact The total estimated cost per customer to cover both the capital and O&M component is approximately $2/month/customer 8

City of Davis Water Fluoridation The issue of fluoridation was not originally within the WAC Scope The original purpose of the WAC • Advise the City Council on the City’s water rates, water conservation assumptions and programs • Make findings regarding the need of the Davis-Woodland Water Supply Project. This resulted in the reduction to 12 MGD to 18 MGD • In March, Council directed the WAC to make a fluoride recommendation 10
