Dominio ion Boule levard Corridor Stu tudy Status • City staff and the project consultant have worked since February 2014 to develop the Draft Dominion Boulevard Corridor Study • March 17 th Joint City Council/Planning Commission work session to review draft plan and offer guidance • Initiating resolution adopted by City Council on June 9, 2015, requesting Planning Commission to consider and recommend amendments to the 2035 Comprehensive Plan for the study • Planning Commission Approved a Recommended Draft Plan on October 28, 2015 for City Council consideration 2

Market Based Pla lanning Approach • Market analysis as a foundation for land use recommendations • Study Area desirable for long term growth • Strong market for residential development • A new regional employment center is possible in addition to existing regional employment centers • Target employment sectors seek certain lifestyle amenities 3

Key Statistic ics for Stu tudy Area • Nearly 5 million square feet of Commercial Uses (Retail, Office, Light Industrial) are available under the Master Land Use Plan • An estimated 15,000 jobs would be created under the strategy, resulting in a higher jobs/households ratio than the City average • Landing West Industrial Area near Chesapeake Regional Airport is preserved as an Opportunity Area for light industrial/logistics uses • Potential yield of residential units under the Dominion Boulevard Plan (@ 9,700) is less than potential yield under the 2035 Comprehensive Plan (@ 11,000) • Approximately 780 new residential units already under City review • The City’s fiscal impact model projects a $553 million net positive fiscal impact over 20 years; $250 million in the focal areas alone 4

  8. Open Space Framework Minor canals handle stormwater and provide connectivity throughout the study area. Major canals can be wide and deep enough for recreation. Parks, Greenways, Forested Areas and the Canals together create a connected open space network. 8

Oth ther Staff Recommended 2035 Comprehensiv ive Pla lan Amendments • 2050 Trails Plan – update to reflect major trail/path facilities along new proposed roadway alignments, as well as new trail facilities • Public Utilities Franchise Area Map – update the 2035 Franchise Area boundaries to be co-terminus with the proposed amended Suburban Overlay District boundary • Update references to the Dominion Boulevard Corridor Study from being pending or recommended to being completed • Recommend amending the Zoning Ordinance to allow Urban Mixed Use to occur outside the Urban Overlay District, as proposed within the study’s master land use plan 13

Planning Commission’s Draft Plan Review Process • Commissioners held a total of 7 work sessions to review the Draft Plan, all but one of which were televised live and recorded for later viewing • A community open house was hosted by Planning Commission to solicit public input on the Draft Plan • Three public hearings were held to receive formal public comments • All sessions and hearings were thoroughly advertised 14

Pla lannin ing Commis ission Edit its to Draft Pla lan • Added language in several sections of Chapter 1 relating to the Plan’s Purpose and Intent, Implementation Strategies, Summary of Action Items, and Aspirational Development Standards • Specific edits, such as recommending Planned Unit Developments as a preferred development pattern, were outlined in a Consensus List of Edits approved by Commissioners 15

Pla lannin ing Commis ission Recommended 2035 Comprehensive Pla lan Polic licy Amendments • Planning Commission recommends that the 2050 Trails Plan be amended to reflect major trail facilities along the new or re- aligned roadways within the study area • It is recommended that references to the Dominion Boulevard Corridor Study on pages 8, 9 and 43 of the Comprehensive Plan be amended to reflect completion of the study. • Planning Commission also concurred with staff’s recommendation that the City’s Zoning Ordinance should be amended to allow Urban Mixed Use to occur outside the Urban Overlay District 20

Cit ity y Council l Revie iew and Consideration • Section 15.2- 2226 of the Code of Virginia states: “After certification of the plan or part thereof, the governing body, after a public hearing with notice as required by Section 15.2-2204, shall proceed to a consideration of the plan or part thereof and shall approve and adopt, amend and adopt, or disapprove the plan. The governing body shall act within ninety days of the local planning commission’s recommending resolution.” 21
