  3. Why we are implementing COR To help ensure that all Contractors retained:  have adequate H&S programs  follow and practice their H&S programs

  4. COR and Risk Mitigation • COR is expected to level the playing field for all Contractor H&S Programs, supporting those Contractors that value and promote safety and have demonstrated investment into H&S programs • We see it as a means of ensuring a measure of consistency in safety programs among our contractors • Acknowledges and confirms that safety and safe working environments are a priority for the City

  5. Direct Benefits • Ensures consistent application of safety standards for all Contractors who work for the City • Ensures an adequate level of worker and public protection • Reduced workplace incidents and accidents

Considerations/Challenges around Adoption of COR • Process may drive Contractors out of Toronto Market • Process may drive prices up • COR should be targeted to high-risk type projects • Process may put additional strain on small Contractors • The number of registered and certified Contractors is low

Proposed Implementation Timelines With the broad range of contractors potentially impacted by a City-wide rollout, and the need to ensure competitive bids on City tenders, a multi-phased roll-out is proposed. Phases Contract Award Value ($) Timeline  Phase 1  Official communication by the City of Toronto January 2016  Phase 2  > $25M January 2017  Phase 3  $10M to $25M January 2018  Phase 4  < $10M and Consultants January 2019 This allows sufficient time for contractors to incorporate COR into their business plans and integrate the necessary elements into their existing health and safety programs.
