1/18/2018 Part 3: National Objective • All projects (except planning) must qualify by • benefiting low income persons • or addressing blight • This is called “Meeting a National Objective” by HUD Part 3: National Objective If your project does not meet a National Objective then it cannot be funded with CDBG 13

1/18/2018 Part 3: National Objective • By Municipality ‐ Benefits all the residents of one of the following municipalities: Aliquippa, Pulaski, Ambridge, Rochester Beaver Falls, Borough, Bridgewater, Shippingport, Darlington Borough, South Heights Frankfort Springs, and/or Vanport. 1/18/2018 Part 3: National Objective • By Household Survey • at least 51% of the persons in an area where all households have been surveyed are low and moderate income • Find in “Low Mod Area by Family Income Survey” in Part 3 folder. Part 3: National Objective • How to determine if project qualifies by Household Survey 1. Define the geographic area that is benefitted – Use google maps that shows houses – Print map and draw a boundary around the area – Write the address number of each household on the map next to each house 2. Submit the map and a list of the addresses to CDP by February 16, 2018 for HUD approval 3. Survey all households in the area 16
1/18/2018 Part 3: National Objective • Low Mod Clientele • if it benefits specific people, at least 51 percent of whom are low or moderate income • Public service projects • ADA accessibility projects Part 3: National Objective Low Mod Clientele ‐ Presumed • abused children, • battered spouses, • elderly persons, • severely disabled adults*, • homeless persons, • illiterate adults, • persons living with AIDS, • migrant farm workers ; 17
1/18/2018 Part 3: National Objective Low Mod Clientele ‐ Presumed severely disabled adults* means: • Adults that have a long ‐ lasting physical, mental, or emotional condition that can make it difficult for a person to do activities such as walking, climbing stairs, dressing, bathing, learning, or remembering. This condition can also impede a person from being able to go outside the home alone or to work at a job or business. • For ADA accessibility – it would be mobility impairments Part 3: National Objective Low Mod Clientele ‐ by Income Eligibility ‐ People participate in the program based on their income ‐ If funded, applicant have to collect this information from each person participating in project 18
