Pagina 5 Why NLQF at CBR? • According to the 3rd European Driving License Directive (January 2013), all practical examiners must meet a certain basic qualification (level 3). • Although no direct transposition is available between the old decision (85/268) and the EQF system, it is assumed that level 3 EQF is in line with level 3 of the old decision. • For recruitment did we ‘translate’ this ‘level 3’ to Dutch formal education level MBO4/HAVO. • From all the applicants (6000) about 50% don’t have the start qualification level, especially lots of candidates from the driving schools and transport sector . • By having the training as an examiner certified, they reach this level. After analyzing the training requirements and examinations, we have arrived at NLQF level 4.
What are the benefits? Pagina 6 For CBR: • Quality improvement of the training, examination and design of the processes • External acknowledgement forces certain quality • No longer 'The butcher approved his own meat' For the examiner: • Can demonstrate at which level his job has been ranked • Meets the requirements that are prescribed by law • Has a degree that has value in the labor market • Also examiners who entered employment before 2013 and do not have a formal starting qualification now also want to obtain the official diploma For the Ministry of Tansport: • We comply more than the EU Directive • We are able to recruit and train enough examiners • QPIs relating to reservation terms can be achieved

Pagina 8 What have we done to get an NLQF qualification? • Recording, exam regulations, examination program, method of examination and the final objectives • Organizing the independent Examination Board: decides on exam process • Setting up disputes regulations. • Organizing the Board of Experts: Development of tests. • Arranging taking tests. • Establishing quality assurance system with demonstrable evaluation and improvement climate of the examinations of the program (ISO 9001:2015 certification). • Determining the level of the education (level 4).

Pagina 11 The experiences with NCP/NLQF • The guidance from NCP / NLQF was leading. In particular, we have had to make an effort to make the examination independent of the course and to develop the right tests. • All in all it took us almost a year with 2 FTE effort. The process and cooperation with NCP / NLQF went very well (this cooperation is conditional). • In the long term, audits might have to be set up to check whether everything delivered on paper is actually implemented in practice.
