  1. Capacity Analysis 101 A Presentation for the July 16, 2018 Facilities Master Plan Task Force Meeting Seattle Public Schools is committed to making its online information accessible and usable to all people, regardless of ability or technology. Meeting web accessibility guidelines and standards is an ongoing process that we are consistently working to improve. While Seattle Public Schools endeavors to only post documents optimized for accessibility, due to the nature and complexity of some documents, an accessible version of the document may not be available. In these limited circumstances, the District will provide equally effective alternate access. For questions and more information about this document, please contact the following: Rebecca Asencio K-12 Planning Coordinator Capital Planning rsasencio@seattleschools.org This presentation shows how Seattle Public Schools calculates right size capacity and operational capacity.

  2. Capacity Analysis 101 Facilities Master Plan Task Force July 16, 2018 Every Student. Every Classroom. Every Day.

  3. Agenda • Introduction of Capital Planning • Why calculate school capacity? • Definitions/terminology & variables • Examples of capacity calculation • Q & A 2

  4. Capital Planning • Capacity management • Capital levy planning • Facilities Master Plan • Building condition assessment • Educational specifications • Environmental Impact Statement/ State Environmental Policy Act • City of Seattle landmarks process 3

  5. Why Calculate School Capacity? • To plan schools that are the right sizes to accommodate students in each region of the city • To place academic programs to meet student needs • To maximize the efficiency of building use 4

  6. Definitions/Terminology • Classroom is generally defined as a space greater than or equal to 700 sq. ft. for teaching and learning • Preparation-Conference-Planning (PCP) Per the collective bargaining agreement, PCP is calculated at a ratio of 1 PCP per 8 general education & self-contained SpEd classrooms, e.g., PE, art & music classes 5

  7. Definitions/Terminology (continued) • Weighted Staffing Standards (WSS) is defined in the SPS school budget as a staffing allocation model based on individual school poverty rates • For the 2018- 19 school year’s allocation, the poverty measure used is percentage of Free and Reduced Price Lunch students enrolled as of the end of January 2018 6

  8. Definitions/Terminology (continued) • Right Size Capacity (for long-range planning) is the total number of students a permanent school building can house with all appropriately sized (≥ 700 ft 2 ) and configured classroom spaces loaded with the maximum number of students per the negotiated agreement on class sizes • Operational Capacity (for short-term planning) is the maximum capacity of a school including portable classrooms and/or converted/potentially can be converted childcare rooms and/or computer labs 7

  9. Variables Impacting Capacity • Number/types of classrooms • Class size/staffing ratios per WSS & the collective bargaining agreement • Academic programs • Schedules/utilization rate • Limitation of teacher assignment to no more than two teaching stations per the collective bargaining agreement. More than one teaching station can only be assigned when specific conditions are met. • Community partnerships (e.g. preschool & community learning center) 8
