Phase 1 Progress Phase 1A – Michael Tippett School Opened in February 2008 • Under the national BSF programme, the first complete school to open in London, and the first SEN school in England – Park Campus and Elm Court are in construction and due to open later in 2008 Phase 1C – Elmgreen School under construction on its permanent site and due to open Autumn 2009. – Stockwell Park under construction. The work is phased on site to minimise disruption to pupils, and will not be completed until late 2010. The Lambeth programme is currently the most advance in London.
Aims of Lambeth Phase 2 • The specific objectives of Lambeth’s BSF transformation are to: • Create world-class learning environments for all secondary age children and young people in Lambeth; • Harness the full potential of ICT to transform learning and improve efficiency; • Enable the delivery of our Education Vision (the 4 main themes are to improve access, achievement, inclusion and community links); and • Deliver the five ECM outcomes.
Phase 2 progress To start the procurement of the Local Education Partnership (LEP) for Phase 2 a number of documents must be produced and approved by Cabinet and by DCSF: Strategy for Change Part 1 Approved by Cabinet October 2007 High Level document setting out the aspirations of The Authority in Phase 2 Strategy for Change Part 2 Approved by Cabinet January 2008 More detailed paper addressing how the aspirations will achieved Outline Business Case Due to Cabinet July 2008 Detailed analysis of requirements of authority and schools and how they will be met At present, the OBC is in development, for submission to Cabinet in July, followed by submission and approval by the DCSF.
The P urpose of an Outline Business Case To set out how Lambeth intends to deliver Phase 2 To confirm the commitment of schools to the aims of Phase 2 To set out the educational requirements of schools and how they will be addressed. To identify clear examples of school plans to be used by bidders in the procurement process. To give confidence to DCSF and Partnerships for Schools that the Authority will address through Phase 2 their requirements. Confirm Lambeth’s intention to establish a LEP at the end of the procurement process. The OBC is prepared in line with guidance set out by Partnerships for Schools and DCSF. Specific criteria are defined for each section of the OBC.
R eview of OBC (Key Sections of the OBC) Background Purpose Describes BSF, Lambeth’s wider initiatives, and needs of schools. Reviews the main issues to be addressed by the BSF Programme. Sets out the current Education provision, the Secondary School Estate, and what needs to be done to improve this. Key Messages Lambeth is committed to BSF, and it is working in synergy with otyher major initiatives. The key objectives for Lambeth BSF Phase 2 are confimed as: •Create world-class learning environments for all secondary age children and young people in Lambeth; •Harness the full potential of ICT to transform learning and improve efficiency; •Enable the delivery of our Education Vision (the 4 main themes are to improve access, achievement, inclusion and community links); and •Deliver the five ECM outcomes.
The Projects Purpose To review in depth the selected options for each site, specifically the samples schools, and confirm that they are suitable, feasible, and viable. Key Messages The two Sample Schemes selected are Dunraven and Norwood Schools. Confirms that the option proposed for each school have been thoroughly reviewed for their educational benefits, and also that the schools have been fully consulted to ensure the options address their future vision. Reviews how ICT will be provided to schools as part of BSF - by extending and enhancing the current Lambeth Connected Learning Platform contract.
Value for Money Purpose To confirm that the proposed works for each site offers value for money. To confirm which projects will be PFI and which Design and Build. To confirm the procurement route to be followed by the Authority. Key Messages All schemes are seen as offering value for Money. The majority of Schemes in Phase 2 will be Design and Build works. The exception is Lilian Baylis, due to the fact it is already under a PFI contract. Lambeth will be following the standard BSF procurement route, to establish a Local Education Partnership
Affordability Purpose To review and confirm the affordability for the whole programme. To set out the level of funding available to each site in line with the selected options. Key Messages We are currently discussing exceptional abnormals but will get to a position where we can state: The programme is currently viewed as affordable. A funding allocation has been extensively reviewed and agreed for each school.
Readiness To Deliver Purpose To confirm project team in place capable of delivering programme To confirm that necessary approvals have been sought. Confirmation of consultation with school. Key Messages The BSF programme has a robust team in place, and has the support of the lead member for CYPS. Schools are committed to the programme and will be confirming this with letters of commitment from governors before the final version is submitted. There has been ongoing consultation with school staff and pupils on the BSF programme and the impact it will have on their school.
Leading and Managing Change Purpose To confirm Lambeth’s commitment to transforming education through BSF. To confirm that school's own strategies for change will benefit from the BSF investment, and that they are fully aligned. Key Messages BSF is seen as an enable to allow Lambeth to better deliver other initiatives, and provide better quality provision to schools and pupils in areas such as SEN. Schools are fully committed and their Strategies for Change reflect the positive benefits that will arise form BSF.
Key Issues for Lambeth Tranches Schools have been allocated to different tranches in Phase 2. The Tranches relate directly to when it is anticipated work will start on site. The allocation of schools in Tranches was based on Building need (sufficiency, suitability, condition) and Education Need (socio-economic need, CVA, attainment, SEN provision, expansion, and SSfCs. Local Education Partnership • A LEP is a Public Private Partnership between a Local Authority and a Private Sector Partner to deliver educational transformation through BSF. • It delivers economies of scale, and also reduces the necessary procurement for Phase 2 to a single process. • The LEP structure allows additional services to be built in, such as the provision of Facilities Management services to schools. • The LEP model has a focus on long-term partnership working. • The Council will be a stakeholder within the LEP, allowing it direct influence over its operation.
Scope of LEP The Scope of the LEP is based on a number of confirmed and optional services that the LEP will provide: Confirmed – That the LEP be established to include delivery of design and construction services for all Lambeth school projects over £250,000 for a ten year period Optional – Facilities management – Other construction projects – Regeneration projects
Facilities Management A series of discussions have been held with schools to determine their level of support for the provision of FM services through the LEP: – Individual School in meetings by Mike Pocock in January 2008 – Discussed at Heads conference on 6 May 2008 – Individual meetings held between schools and the Technical Adviser in early June 2008. A further meeting will be held with each school to confirm their position within the next two weeks.
Lifecycle • Schools are required to commit to agree to the ongoing maintenance of their buildings • As part of the process of reviewing the approach in Lambeth, arrangements within other BSF schemes have been reviewed. • There has been ongoing consultations with both individual schools and the Schools Forum.
ICT • The LCLP is due to expire in 2013, when the LEP will be responsible procuring a new ICT managed service contract. • There are 4 schools in Phase 2 outside the LCLP requiring improvement to their ICT infrastructure and support. • It is intended to vary the LCLP to bring these schools into the managed service in early 2009. • It is planned that there will be one variation to cover the 4 non-LCLP schools and include the remaining 7 Phase 2 schools, who will see their current service enhanced. • Service from 2013/4 to be procured by LEP
