Individual Exchange Broker of Record change - only during open enrollment or at a special enrollment time 2
SHOP Broker of Record Change Must be initiated by the group No retro BOR changes No future dated BOR changes BOR change - one change per plan year Maryland Health Connection will capture real time changes and send on the group file. The carriers will determine compensation rules and commission effective date BOR change is immediate and an email notification will include what the broker requires to close out their books (employees enrolled in certain plans or some other possible metrics) Maryland Health Connection may require a disclaimer authorizing the BOR change 3
SHOP TPA of Record Change TPA of record change must be initiated by the broker All certified TPA can be selected by the broker Broker can change TPAs at any time Require language next to TPA selection that the broker must select the correct TPA prior to selection (maybe a confirmation page) When TPA Program 2 participants receive a new group file, they must check if that broker is on their list of accepted brokers Carriers need the group file with the group's new TPA effective date The new TPA must receive a starter file (group file and active enrollments) in order to proceed 4
Broker of Record Change Special circumstances – Broker death – Retirement – License revoked – Etc. State Administrator can make a BOR change at any time 5
