Six- Month Noise Investigation Reports of excessive noise from three sources: 2
Go-carts with gasoline engines Rifle target shooting Rocks for revetments being loaded on metal barges Fourth investigation requested by wedding venue owner 3
Inquires were made by neighbors of single family residences Receiving properties for the four investigations are single family residences 4
Maryland State Law sets the maximum decibels at a receiving residential property as 65 decibels daytime 55 decibels nighttime – 10 pm to 7 am 5
Decibels recorded Go-cart: 57 to 72 One go-cart demonstrated by the owner Rifle: 72.5 to 76.2 Shots were fired in groups of 3 to 6 6
Decibels recorded Rocks loaded on a metal barge: 77.8 to 78.4 w/ notice of site visit to residential property given to marina 83.3 to 86.5 w/ unannounced site visit 7
Decibels recorded Wedding venue during a wedding: 70.7 to 80 w/ readings taken across the creek on residential property. Sound was from cheering inside the building 8
Conclusions of the four noise-producing activities All four activities produced decibels that exceeded the State maximum day time limit of 65 decibels at a receiving residential property 9
Investigations and Enforcement Inspectors will be equipped with decibel meters Will respond to phone call or email 10
Investigations and Enforcement If noise stops before an Inspector arrives, resident can be loaned a decibel meter for recurring noise Decibel meters are simple to use 11
Investigations and Enforcement On-call procedure for nights, weekends, and holidays can be initiated if noise is recurring and predictable 12
Investigations and Enforcement Decibel meters that are noise activated might be possible depending on cost, ability to record data, and if the data will be admissible in court 13
Options 1. Public hearing for public input on draft ordinance 2. The County-wide consequences from the State standards may be beyond what the Commissioners consider reasonable. Noise complaints remain civil disputes. 14
