Background • Concept refers to user-provided safety profile data made available to 9-1-1 at the time of an emergency call. • Concept of “pre -911 notification ” has been discussed at various times over the last 3-4 years with the Board and various advocacy groups. • In June 2016, DPSC and OEM looked into the system feasibility and presented findings at the Public Safety Committee meeting in December 2016. • Today’s meeting presents updated cost estimates, while the overall system concept and potential benefits are similar. Pre-911 Notification System • Pre-911 Notification System: a vendor maintained repository of user-provided safety profile information (e.g., product example - Rave’s “Smart911”). • Concept refers to additional user-provided safety profile data, voluntarily entered into an external vendor database, and made available to subscribing 9-1-1 centers at the time of an emergency call. • The safety profile is used by DPSC only at the time of an emergency call to provide critical information to first responders (especially helpful for silent or dropped 9-1-1 calls). • The Office of Emergency Management (OEM) could use additional modules for registry, planning, response, and recovery purposes for residents who have self-identified with a functional need, and alerting them when needed. Goals of a Pre-911 Notification System • To provide call-takers immediate access to critical information on any existing medical conditions, disabilities, functional needs, photos, home/work addresses, family member information, etc., for dissemination to first responders to help inform their response and actions, especially in situations where the caller is unable to communicate. • An emergency management module would offer a more robust functional needs registry with mapping and customized query capabilities to support emergency management, first responder, and other County agencies for awareness, and proactive planning, mitigation, response, and recovery before, during and after critical incidents or emergencies.
