Background • 1994 Open Space Plan and 2005 PSMP: Long-term plans for improvements to park, including plans for acquisition of additional property adjacent to Four Mile Rune to achieve vision • 1989 and 1995: County Board approval of GLUP amendment and rezoning for initial 8 parcels acquired for park expansion and improvements • December 2017: County Board adopted Benjamin Banneker Park Framework Plan and Design Guidelines • Winter-Spring 2018: Ongoing public engagement on detailed design work for park improvements, including final Park Improvement Design Plan Presentation 3

Proposed GLUP Amendment • From “Low” Residential (1- 10 units/acre) to “Public” • Provides for Parks, Schools, Parkways, major unpaved rights-of-way and libraries and cultural facilities • Appropriate given adjacency to areas already designed “Public”, opportunity for consistency with rest of park, and intended use as parkland • Administrative update to add public ownership “cross-hatch” to these areas • Administrative update to remove paving layer inadvertently applied to park entrance 5

Proposed Rezoning • From R-6 to the S-3A zoning district • Consistent with S-3A zoning for rest of the park • Consistent with “Public” GLUP designation • Allows for the park as a by- right use (no use permit needed as is the case in R-6) • Typically found adjacent to/surrounded by areas designated “Low” Residential 6
