The 3 paths to duplication… Ballots that refuse to run through the tabulator • -torn or damaged ballots, ballots that need to be reviewed by the Vote Review Panel Electronic Ballots (EBDs) and FWABs from UOCAVA voters • -These ballots come to us printed on various types of paper Provisional ballots that will not run through the tabulator or out of precinct ballots • -These may have the same problems as the by-mail ballots but more likely is the chance that relevant races need to be duplicated onto the correct ballot GAVREO Conference December 2019
Election Night Duplication • Schedule your team(s) in advance: Two people per table with a lead that is over a group of tables • Gather your supplies • Set up your duplication stations • Prepare the log for your tabulator room: The tabulator operator will be separating the ballots to be duplicated for straight duplication or the Vote Review Panel • We duplicate ballots onto unused pre-printed provisional ballots from AIP GAVREO Conference December 2019
Duplication Team Instructions: 1) Assign a serial number on the log 2) Write the ballot serial number on both the defective ballot and the blank ballot and blank ballot stub 3) Write duplicate on the blank ballot and defective on the original ballot 4) Write duplicate ballot code from the log 5) Confirm the precinct/combo is correct 6) One team member calls out the races to duplicate while the other marks the ballot; swap ballots and call out the races again 7) Ballot stubs are kept with the defective ballots and retained 8) Defective ballot goes into the team envelope GAVREO Conference December 2019
Election Night Duplication continued… • The writing on the ballots is done using a pink highlighter and in the header so as not to interfere with tabulation • Ballots reviewed by the Vote Review Panel are duplicated first • Ballots to be duplicated are sorted into labeled trays • Once duplicated, ballots are returned to the tabulation room in a folder • Final numbers are then verified by the Absentee Coordinator GAVREO Conference December 2019

Electronic Ballot Duplication (UOCAVA) - Returned ballots are retained in their privacy sleeves until Election Night; the ballot and oath are placed in envelopes with the voter’s application once checked and verified - Blank ballots are placed in the envelope as well so that everything will be set for the duplication process. - The duplication process is similar to the election night process; it is all straight duplication GAVREO Conference December 2019
Provisional Ballot Duplication Again, the provisional duplication process is similar to those already discussed. All documentation should be kept together for each individual voter for retention purposes. The log is a bit different since the vast majority of our ballots come from voters that cast provisional ballots in the incorrect precinct on Election Day. The provisional duplication process takes longer than the previous two mentioned because of the duplication across ballot styles. The team must take great care not to record a vote in a race that has not been marked by the voter. GAVREO Conference December 2019
The duplication time per ballot for Election Night and EBD duplication is approximately 6 to 8 minutes. This time increases to 10 to 15 minutes for provisional ballots because of the increased attention to detail needed. Duplication time will also vary from one duplication team to another. For last year’s General Election we started with 1 team dedicated to duplication. We gained team members as other tasks were completed but, eventually some teams lost members as people had to leave to take care of other obligations (or sleep). We started the process around 8:30PM and it did not end until well into Wednesday morning, November 7 th . With the 2020 election cycle in mind, we will be recruiting early and streamlining our processes. The time to think about duplication is NOW! GAVREO Conference December 2019
