BC-15 On-air Testing Procedures for Broadcasting Undertakings March 17, 2020
Background • In spring 2017, ISED proposed the following changes to BC-15: • Language adjusted to match that in most recently published BPRs • Names of organizations updated (NAV CANADA, not Transport Canada; our name is now ISED) • An on-air testing authorization issued in which details for on-air testing are specified and can be adjusted for each situation • Adjustments made to correspond to changes in agreement between NAV CANADA and ISED on radio frequency spectrum management • Low-power FM is processed by regional staff, not headquarters
Background CONTINUED • Many comments were received from the RABC with certain members taking the opportunity to raise additional concerns with our broadcasting on-air testing procedures beyond the scope of the original review • Those comments were taken into consideration in this new version
• Discussions may occur between applicant and district staff prior to testing to facilitate planning • If approvals expire without requests for extensions, applications are closed and relevant parties notified New • Situations mentioned for which departmental inspection or on-air testing may not be required Changes • On-air testing messages may be required less frequently for some modifications • Certain low-power stations in remote areas may be allowed to perform their own NAV/COM measurements and inspections
• Flexibility on the frequency of on-air testing messages Suggestions Partially Implemented • Addressing special cases such as certain low-power operations in remote areas
