Student Intervention Team (SIT) � It is the goal of the Student Intervention Team to increase each school’s capacity to respond to the mental health needs of students in special education through school-based interventions. � The Student Intervention Team strives to utilize existing recourses and coordinate appropriate services on school sites in a comprehensive manner.

Student Intervention Team (SIT) •Receives all referrals for mental health services under SB1895/AB3632 •Reviews all referrals and makes clinical treatment recommendations for referred students •Oversees the delivery of school based services under SB1895 •Makes all referrals for AB3632 services when deemed clinically appropriate •Works to increase each school’s capacity to respond to mental health needs through school-based interventions

Student Intervention Team � Student Intervention Team also recruits, trains, and supervises approximately 50 graduate level clinical interns enrolled in accredited university programs in social work, counseling, and psychology throughout the Bay Area. � Students eligible for SB1895 services may receive therapeutic support services delivered by a clinical intern assigned to their case.

What is an appropriate referral to SIT/SB1895? � Students must have an IEP/SPED eligible to be referred � Students who have emotional/behavioral symptoms that adversely affect their educational performance � Students whose level of functioning, including cognitive, communicative and/or adaptive abilities are sufficient to benefit from mental health services

Inappropriate SIT Referrals � Students with serious attendance issues � When homework, academic progress, behavioral problems, or health issues (not mental health) are the primary concerns � Students whose level of functioning, including cognitive, communicative and/or adaptive abilities are not sufficient to benefit from mental health services

  8. Why Refer? � It's legally mandated that all services provided to special education students are documented in the IEP � For documentation and continuation of services : i.e. referrals to AB3632, If student transfers schools � To provide documentation that school based services are effective

What is the difference betw een SB1895 and AB3632 � SB 1895 are school based services whereas AB3632 services are provided through a community based clinic (sometimes on site) � There is one referral form for both services. � In consultation with school staff, SIT makes a determination of the level or type of services based on what is clinically indicated. � If a student’s level of need is deemed appropriate for AB3632 services, SIT will forward the referral to the AB3632 unit.

  10. How to make a SIT referral During an IEP/SAP, or other school meeting, fill out the SIT referral (include a current IEP and psycho- ed/speech evaluation). The following would be appropriate staff to fill out the SIT referral. � Counselor � Speech therapist � RSP � LSP � School Psychologist � SDC Teacher � Inclusion Teacher � Content Specialist ** an MFT trainee/intern, PPSC intern, or MSW intern or non school employee should not fill out the SIT referral

Next Steps Send completed referral to: � Student Intervention Team/SB1895 20 Cook Street San Francisco, CA 94118 Completed referrals must include a current IEP and psycho- � educational report, speech language evaluation, or other documentation supporting special education eligibility. For SB 1895 cases, The SIT team develops an intervention � plan which may include mental health services provided by a clinical intern. School will receive the intervention plan within 2-3 weeks. � School must schedule an addendum IEP, and SB1895 � services must written into the IEP permitting services to begin. An IEP verification form is returned to SIT. Once the addendum is signed, services may legally begin. �

  12. Referral Process Continued If the school site recommendation is for AB3632 (or SIT determines more appropriate), SIT will review referral and if deemed clinically appropriate, SIT will send AB3632 consents to school. Once consents are signed and received in SIT office, SIT then sends completed referral packet to AB3632* AB3632 then has its own internal assessment process and eligibility criteria

  13. Who can legally consent (sign) for referral and assessment for mental health services? By law, AB3632 referral and assessment consent forms must be signed by at � least one of the child’s biological parent(s) (with legal custody ). A non-custodial parent or family caregiver may not sign these forms. � � In the case of a student who is not in the custody of either biological parents, the referring school must obtain all signatures from the designated educational rights holder (“ed surrogate”). A student’s educational rights holder may be: foster caregiver, group home � administrator, CASA representative, court appointed social worker or attorney. Please identify correct individual before sending in signed forms to SIT. � The school must provide SIT and AB3632 Unit with formal documentation that the signee � is legally recognized as the designated educational surrogate by the state of California. This documentation should be contained within the student’s educational records on site. � If documentation is not present, the referring school’s case manager must contact the student’s state appointed social worker or attorney to request it, or…. Feel free to consult your SIT contact person for clarification and/or guidance.

  14. SB1895 Case Managers You are the vital link between the school site and SIT � You have many roles in helping to meet the needs of SB1895 Cases: � Filling out/assisting with referrals � Consulting with SIT about student’s needs � Ensuring that the IEP Addendum is completed and consents are signed (if student is approved for services) � Contact with providers � Providing services � Case Management

  15. What are your first steps? Case Managers will: � Get updates indicating which SB 1895/AB 3632 students are present at their school sites. � Check placement status-is student at site? � Observe students and discuss with staff- does student continue to need services? � Provide information to SIT contact person about student and their needs

  16. Ongoing Steps Case Managers will: � Assist with referrals � Follow-through with getting consents for those students who are deemed eligible for services � Provide services if necessary � Check in with teachers and other staff to ensure the goals of the plan are appropriate � Communicate with the SIT office about any concerns or needed changes to the plan

  17. Ongoing Steps If Interns are assigned to the case: � Assist the interns in finding space to meet with the student(s) � Assist in gaining access to records and identifying key staff that the intern may need to work with � Check in with the intern to determine if progress is being made � Contact the SIT office with any concerns or questions
