MANDATORY BID CONDITIONS  Submission of a valid Tax Clearance Certificate (TCC)  In the submission of bid document technical/functionality proposal must be separately submitted from financial proposal (see Annexure A), any reference to price in the technical/functionality submission will result in disqualification of the bid;  Fully completed and signed Standard Bidding Documents (SBD) forms MUST be included and be submitted with the Technical proposal (envelope).  Only bids proposal of service providers who have attended compulsory briefing meeting and completed the attendance register will be considered by the department.  No faxed or emailed submissions will be accepted. 2

EVALUATION PROCESS • Bids/ tender proposals will first be evaluated for responsiveness to mandatory bid conditions as highlighted in paragraph 8 of the terms of reference . • The PFMA, Act 29 of 1999, PPPFA, Act No. 5 of 2000, its regulations, and the Broad Base Black Economic Empowerment Act, 2003 (Act No. 53 of 2003) will apply to this BID/ bid. • The two (2) envelope bidding system will be adopted in which a technical submission and financial submission must be submitted by prospective bidders. • Both the separate technical and financial submission should further be submitted together in the tender box, clearly labelled, sealed and included in the main envelope of the technical submission/proposal. 3

EVALUATION CRITERIA AND WEIGHTINGS No CRITERIA DESCRIPTION WEIGHT (100) 1. 10 Writing mobile applications for different sectors: (provide suitable client references) 2. 10 Working on complex databases similar to the SAT Product Database (MySQL) 3. 40 Integrating Databases with Mobile Apps - Provide suitable references. EVALUATION PROCESS - CONT • Technical assessment of functionality will be done in terms of the evaluation criteria as indicated in paragraph 11 of the specification. • A prospective bidder will be eliminated if it fails to meet a minimum of 60 points out of 100 points as the threshold for the functionality requirements of the project. • Thereafter, only bidders that obtain 60 out of 100 points on functionality will be evaluated in terms of the 80/20 preference points system, wherein the 80 points will be used in terms of the price and 20 points are used in terms of the B-BBEE contributor level. 5

  6. SPECIAL BID CONDITIONS • Bidders are required to submit valid B-BBEE Status Level Verification Certificate or certified(by a commissioner of oath) copy. ( Attached – Annexure C or D of sworn affidavits for B-BBEE EME’s and QSE’s . • Completed and signed form must be submitted with your bid proposal to qualify for B-BBEE points. South African National Accreditation System (SANAS) accredited agency. • The successful JV partners should sign the contract and are jointly and severally liable for the entire assignment. • If a courier service is used for delivery of the bids/ tender proposals, the bid/ proposal description must be endorsed on the delivery note/ courier packaging and the courier must ensure that documents are placed or deposited into the tender box. 6

  7. SPECIAL BID CONDITIONS - CONT • Submission of a bid therefore constitutes that the prospective bidder has sourced the necessary documentation and is fully aware of the details within the specifications. • The department has the right to cancel or withdraw the BID at any time prior to contract awarding, without thereby incurring any liability to the prospective bidders. • The department will not be held responsible for any costs incurred by a prospective bidder in the preparation and submission of the bid/ tender proposal. • Self-register on the Central Supplier Database (CSD) website managed by the National Treasury at www.csd.gov.za .Submit (with your proposal CSD REGISTRATION SUMMARY REPORT) a unique supplier number to the National Department of Tourism (NDT) for verification thereof 7

CLOSING DATE AND OPENING OF BIDS  CLOSING DATE & TIME • Date : 30 September 2016 • Time : 11h00 The Department shall publicly open and read out all bids received by the deadline, at the date, time and place specified for submission of bid/ tender proposals, in the presence of any bidder/s designated representatives and anyone who choose to attend.  Only envelopes that are opened and read out at bid opening shall be considered further.  The omission of a prospective bidder’s signature on the record shall not invalidate the contents and effect of the record  The prospective bidders’ representatives who are present shall be requested to sign the record.. A copy of the record shall be uploaded on the Department website and be available to all prospective bidders. 8
