  2. IN THE BEGINNING … 1 DECEMBER 2014 • Hague Roundtable • Advancing a common agreement on legality of exploiting SMR • Lessons learnt from organizations managing common resources • Issues of governance structure. • Assessing the equity of frameworks. • Suggested roadmaps.

  3. ROUNDTABLE OUTCOMES • A commitment to multi ‐ stakeholder communication and engagement. • A broad belief that an enabling consensus could be achieved with time and effort. • An interest in identifying “building blocks.”

  4. THE WORKING GROUP IS BORN • First meeting was April 2016 • Hosted by the University of Leiden Institute of Air and Space Law • 25 Members. • 42 Observers • Track 1.5 character • Interventions considered personal

  5. ASPIRATIONS 1.Create an enabling environment for space resource activities 2.Create building blocks as groundwork for international framework. 3.Incrementalism and “adaptive governance.” 4.Complementarity of effort. 5.Solicitation of reaction and feedback. 6.To provide a resource base for eventual decision makers.

  6. WORKING GROUP OUTPUT • By April 2016 it had posted a list of 18 conceptual headings for potential building blocks. • At its September 2017 meeting it agreed to open a draft description of 19 potential building blocks for public comment. • The working group itself is not yet of one mind on the necessity or desirability of all the building blocks or their details.

  7. WORKING GROUP NEXT STEPS • Phase 2 proposed to begin in Spring 2018 with review of technology and capability issues • Feedback on Draft Building Blocks will be received formally until 1 July 2018 • Feedback will be consolidated by the WG Secretariat for deliberation by the WG at a meeting in Fall 2018.
