AMC Communications & Information AMC Communications & Information AMC CMDS Project Background – FY05 to FY06 • HQ AMC/A6 made a strategic investment in the mapping of Communications infrastructure at 12 AMC locations • Accurately locating “outside plant” communications infrastructure • Providing a baseline Communications Mission Data Set (CMDS), consistent with GeoBase CIP • Defining a clear and viable sustainment strategy for the CMDS by Communication Planners, Cable shops, and other stakeholders
AMC Communications & Information AMC Communications & Information AMC CMDS Project Process • Initial compilation of redlined hardcopy maps and electronic Communications & Information Systems Installation Record (CSIRs) source documents • All enclosed structures (manholes, handholes, pullboxes, vaults, poles) were captured using survey grade accuracy GPS consistent with USAF Combat Information Transport System (CITS) requirements.
AMC Communications & Information AMC Communications & Information AMC CMDS Project Deliverables • Each installation included a connected and attributed “point and line” Comm-Path network, suitable for display with CIP and other MDS’s in the GeoBase intranet-accessible map services • Linear structures were attributed to distinguish between direct bury and conduit. Enclosed structures were attributed with an ID • Constructed in accordance with 38 th Engineering Installation Group (EIG) protocols and current SDSFIE
AMC Communications & Information AMC Communications & Information AMC CMDS Project Pilot Study • The initial scope only required minimal attribution, and no visualization of what is happening at each enclosure • For Scott AFB and Dover AFB, a request for a pilot implementation of the CMDS through full conversion of the CSIR drawing records. • Included placing individual communications cable features and attributes within the ducts, manholes, and trenches of the Comm-Path
AMC Communications & Information AMC Communications & Information AMC CMDS Project Lessons Learned • Time difference between GPS’ing just enclosed structures and GPS’ing both enclosed structures and previously marked comm path is minimal. Marked comm path removes the need to search for enclosed structures. • Best Workflow is to compile manholes, then comm path, then duct openings in manholes, then cables • Divide work for different crews/compilers by grid so they are converting in different geographic areas
AMC Communications & Information AMC Communications & Information AMC CMDS Project Current Implementation Activities (FY07) • Create CMDS for additional AMC bases • McChord AFB, MacDill AFB: Near Complete • McGuire AFB, Travis AFB, Fairchild AFB: Initiated • Training & “Baton Pass” to CS • Develop draft Communications Mission Data Set Concept of Operations (CMDS CONOPS) • Expect Command Converted to CMDS During FY08
AMC Communications & Information AMC Communications & Information AMC CMDS Project AMC Operational CONOPS = Implementation Plan • 38 th EIG responsible for CVC A6 requires CONOPS for • Further investments • Installation-level adoption • Clear roles & responsibilities • Business Processes • Data Application Architecture CONOPS also critical for formalizing external Service Level Agreements…
AMC Communications & Information AMC Communications & Information AMC CMDS Project New Business Process : Current Situation : CMDS & CVC CSIR CAD Drawing Set • Geo-referenced, seamless map • Paper-space section maps at layers (zoom & pan) fixed scale • Overlays CIP, aerial imagery & • Obsolete infrastructure other GeoBase data sets backdrop, invariable • Each installation is its own • Electronic version-control at 38 th EIG Data Steward • Latest data is electronic and • Latest data version is red- updated by base Comm lined hardcopy at Base • View and edit through Web • Paper Maps copied & browser map services recopied for users • Ready for Flexible Query & • Query = “Read Annotation” Analysis through variety of software tools • Self-Service Print Capability
AMC Communications & Information AMC Communications & Information AMC CMDS Project C4ISR Infrastructure Planning System (CIPS) • Managing Communications Planning & Investments Geospatial: Plays nicely with other MDS CS activities “escalating questions” • Where exactly are Comm assets located? • What are those Comm assets at each location? • What is theoretical capacity and how much used? Why is it an Enabling Capability? Objective 1: Facilitate dig permits & minimize line cuts Objective 2: Complete Comm Asset Characterization for O&M Objective 3: Effective Planning [Base Blueprint & ER] Need: Query for Duct/Cable Capacity & Impacted Systems Need: CMDS links to TeleManagement Sys, Cable Records, etc.
AMC Communications & Information AMC Communications & Information AMC CMDS Project Most Complex AF Mission Data Set (MDS) • Multidirectional, Multiple Media, High Granularity • Currently handled via Hardcopy “CSIR Process” • Microstation Drawing Records Communications MDS (CMDS) • Significant Achievement by 38 th EIG/GF • Comprehensive, well-designed data model • Captures “Outside Plant” Path/Cable/Equipment • Geospatial Data consistent w/CIP & other MDS’s Example
