AGENDA REPORT Meeting Date: July 7, 2009 Agenda Item # ______ City Manager Approval: TO: Honorable Mayor and Members of the City Council FROM: Mark Barthel-Public Works Director SUBJECT: CALTRANS PRESENTATION – STATE ROUTE 99 TRANSPORTATION CONCEPT REPORT (TCR) RECOMMENDED COUNCIL ACTION: That the City Council; 1) Hear the Caltrans presentation of the SR 99 Transportation Concept Report and 2) Approve the submittal of the attached comment letter to Caltrans prior to July 17, 2009 for inclusion in the final SR 99 TCR. SUMMARY: The SR 99 Transportation Concept Report determines that State Route 99 must eventually become a 4 lane highway through Tehama County. It proposed three alternate routes, two of which by-pass Red Bluff. The TCR does not determine future alignment of SR 99. The TCR is a twenty year plan for a Route in the State Highway System, a visionary document and a first step in planning a route and a route specific document defining the route’s needs and begins the discussion on investing in the corridor. PREVIOUS COUNCIL ACTION: June 2, 2009 Council meeting the City Council directed staff to forward copies of the State Route 99 Transportation Concept Report to the Chamber of Commerce and Planning Commission requesting a recommendation to the City Council on the preferred alignment of the Highway 99 upgrade. DISCUSSION: The State Route 99 Concept Report proposed three alternate routes for Highway 99 as a four lane highway: a) Existing alignment

  2. b) South Avenue to I-5 c) New route from the interchange of South Avenue and Highway 99 northwest to I-5 Consequences for Red Bluff include the impacts of a new highway in Red Bluff through the Antelope corridor and the potential business losses associated with an alignment that by- passes the City. Staff proposes to include the following in a letter to Caltrans for inclusion in the Final Transportation Concept Report; 1. No final route shall be selected without additional consultation with Red Bluff City staff and comments from the Red Bluff City Council. 2. The City shall be engaged in all discussions as to the disposition of SR99 should an alternate route be selected. 3. That should the existing alignment be modified and/or abandoned, that the new route alignment/configuration connect to Interstate 5 within or in close proximity to the Red Bluff City Limits. 4. That Caltrans engages all entities to attempt to reach a consensus on any preferred alternatives. 5. Include the City of Red Bluff on page 63 Disadvantages for Concept: No. 3 to read as follows- Potential business loss to the City of Corning and City of Red Bluff along with other communities State Route 99 passes through . CITY FISCAL IMPACT: Some staff time involved in coordinating discussions with the Chamber and Planning Commission. No final route shall be selected without additional consultation with Red Bluff City staff and comments from the Red Bluff City Council. 2. The City shall be engaged in all discussions as to the disposition of SR 99 should an alternate route be selected. 3. That should the existing alignment be modified and/or abandoned, that the new route alignment/configuration connect to Interstate 5 within or in close proximity to the Red Bluff City Limits. 4.
