Desired Outcomes (ORSPA) • Preserve the Waterway: – Strategic Interest of Boaters/Property Owners/OSMB to insure the Newberg Pool remains open to support a wide range of recreational boating opportunities – Implement a Shoreline Erosion Monitoring program – Identify sections of the Willamette that can be designated for high energy wake-producing activities – Implement new education/enforcement strategies to improve boater compliance with the law • Long Range Vision / Master Plan: – Identify a Lead Agency (OSMB/ODFW/DSL/Soil and Water Conservation Dist/?) – Include State & Local Governments / Public Stakeholders – Planned/Coordinated Growth vs. Retroactive “Catch Up” – Keep Work Group together until established • Address Policy Gap Regarding Responsibility for Regulating Boat Wake/Wave Impacts: – Clarify which agency is responsible for protecting shoreline – Establish wave size/energy limits such that shoreline is protected – Establish Dock Construction and Retrofit Standards to align with Wave Energy Cutoff Limits – New language that directs OSMB to regulate boating such that it implements shoreline protection strategies • Partner with NMMA/WSIA to investigate and deploy Wave Energy Abatement technologies/Bank Stabilization Techniques: – Simplify Bank Stabilization / Habitat Improvement permitting to “Fast Track” the approval processes – Increase size of areas available for high energy wake- producing activities (e.g. “Sustainable Growth”)
