  3. In Introduction and Background The Town of Oakville completed the Kerr Street/CN Grade Separation Class Environmental Assessment (EA) Study in 2009; the EA was approved in March of 2010. Since the approval, Metrolinx has taken ownership of the rail corridor which is now referred to as the Lakeshore West Rail Corridor. The 2009 EA recommendations included: ➢ 4 lanes for Kerr Street between Speers Road and north of QEW ➢ Road underpass structure (road under rail) at the rail crossing ➢ Signalized intersection at Kerr Street / Shepherd Road and Kerr Street / Wyecroft Road ➢ 1.5m bike lane and 1.5-2.0m sidewalk provided on both sides of the roadway ➢ Due to change in road profile, the entrances to 656 and 700 Kerr Street south of Wyecroft Road were proposed to be consolidated into one.   4. EA Addendum Since completion of the EA Study, the town and Metrolinx agreed to partner to deliver the proposed improvements. Preliminary design for the Kerr Street grade separation is complete and has been included in an Alternative Finance Procurement (AFP) process by Metrolinx. Several consortiums (design builders) are being considered for the project. During the preliminary design for Kerr Street, it was necessary to maintain the existing separate entrances at 656/700 Kerr Street. With required modifications to both properties, a need to review alternative access for both properties has resulted. Therefore, the town is carrying out an EA Addendum to the 2009 EA Study to address alternative access for 656/700 Kerr Street. 4

Existing Conditions As part of the EA Addendum, a review of the socio-economic, natural, and cultural environments, and the transportation network, was conducted to identify changes to the existing conditions within the EA Addendum Study Area since the completion of the original EA Study in 2009. Alternative Solutions The following are proposed alternative solutions to address access needs for 656/700 Kerr Street: Alternative Description Assessment Do Nothing Maintain existing Conflict of mixed traffic (trucks/personal vehicles) accesses to 656 and navigating to/from a wider Kerr Street with an underpass 700 Kerr Street profile, and in close proximity to a proposed traffic signal at Kerr Street/Wyecroft Road.   9. Alternative Design Concepts The preferred alternative solution is to provide a secondary access to 656 and 700 Kerr Street from Wyecroft Road via a new municipal right-of-way. Three alternative design concepts were considered for an 220 Wyecroft Road additional access to 656/700 Alt. 3 Kerr Street from Wyecroft Road.
